Position Title:
Iowa Space Grant Consortium and Iowa NASA EPSCoR Director
Appointment Type:
Faculty
Job Description:
Iowa Space Grant Consortium and Iowa NASA EPSCoR Director
Summary of Duties and Responsibilities:
The Iowa Space Grant Consortium (ISGC) and Iowa State University (ISU) seeks candidates to serve as the ISGC Director and Principal Investigator (PI) for at least a 50% administrative appointment for this National Aeronautics and Space Administration (NASA) sponsored statewide higher education program. (Information on the ISGC may be accessed here:
https://www.iaspacegrant.org/
.) This administrative appointment is for a term of three (3) years and is renewable upon mutual agreement. A current ISU tenured faculty member may submit interest in the administrative appointment and would retain their tenured appointment in their academic department. Alternatively, a person in this position would hold a non-tenured term faculty appointment (an Associate or Full Teaching Professor or Associate or Full Professor of Practice). A non-tenured faculty appointment will be based on candidate’s qualifications and determined upon hire. This position is not a remote-work position.
A part of NASA’s National Space Grant College and Fellowship Program since 1990, the ISGC continually strives to improve and inspire Iowa’s future in Science, Technology, Engineering and Math (STEM). The ISGC supports aerospace research, education and outreach activities for all Iowans with NASA internships, fellowships, and scholarships, competitions for grants within higher education members (with
NASA Mission Directorate
alignment), as well as informal education grants with outreach affiliates.
The ISGC also manages the Iowa NASA Established Program to Stimulate Competitive Research (EPSCoR). The focus of EPSCoR is research infrastructure development in the state of Iowa. The ISGC Director also serves as the PI for EPSCoR. A brief description of the Consortium and its goals is given below.
The Executive Committee, consisting of a Presidential Representative and Campus Coordinator from each of the Core Institutions (Drake, Iowa State University, University of Iowa (UI), and University of Northern Iowa(UNI)), governs the ISGC. The Director reports to this committee while providing leadership to the statewide program and serving as PI on NASA EPSCoR and ISGC grants. ISGC activities are relevant to the current priorities of the State of Iowa, which include encouraging students toward Science, Technology, Engineering, and Mathematics (STEM) careers in high-demand fields, undergraduate research, and the development of partnerships with industry, K-12 and other organizations.
With the help of seven universities (Des Moines Area Community College (DMACC), Drake, ISU, Loras College, Morningside, UI, and UNI) across the state, as well as a few private industries, educational and government organizations, and science museums, the ISGC is able to carry out the following goals:
  • Sustain a network of Iowa universities, colleges, and community colleges with interests and capabilities in aerospace and related STEM fields.
  • Encourage cooperative programs among universities, aerospace industry, as well as federal, state, and local governments.
  • Support interdisciplinary training, research, and public service programs in aerospace and related STEM fields.
  • Promote a strong STEM educational base from elementary through university levels.
  • Recruit and train professionals, targeting underrepresented groups, for careers in aerospace and related STEM fields.
The ISGC Director acts to lead in the creation of an environment in the State of Iowa that will encourage significant educational and research contributions in STEM while stimulating an understanding and appreciation for aeronautics and space. The ISGC Director utilizes the diverse Iowa network of scientists, engineers, and educators to enable the development of a diverse workforce of future scientists, engineers, mathematicians, technology professionals, and educators.
Primary Responsibilities
  • Serve as state of Iowa PI for ISGC and Iowa NASA EPSCoR activities
  • Report to the executive committee (ISGC governing body) and serve as the chair in a non-voting role except in the case of a tie.
  • Represent NASA Space Grant to the public
  • Propose new program initiatives
  • Develop program strategy and policy
  • Develop and oversee budgets, financial planning, and reporting
  • Secure matching program funds
  • Write proposals in response to NASA calls and opportunities for funding
  • Direct state space grant activities for internships, fellowships, and scholarships; higher education; research infrastructure; precollege; and informal education
  • Develop and implement evaluation plans for Consortium activities
  • Build relationships and network with core institutions, and academic affiliates through annual in-state visits
  • Develop and maintain relationships with NASA, and national consortia
  • Oversee the management team: Assistant Director/s and Program Coordinator
  • Report to NASA and partner organizations
  • Serve on the National Council of Space Grant Directors, if elected
  • Attend meetings associated with the National Council of Space Grant Directors, annually, as well as the Great Midwestern Regional Space Grant consortia
  • Serve on national and regional committees as requested by NASA and the Space Grant Directors’ Council
A successful candidate will have extensive experience in program administration, experience working with NASA on grant-funded programs, a commitment to diversity, equity, and inclusion, and strong collaboration and team leadership skills. The candidate should demonstrate strong administrative and organizational abilities, as well as creativity, flexibility, perseverance, and optimism. An additional 50% appointment is a possibility. The additional appointment will depend upon the candidate’s ability to meet the minimum qualifications required by the relevant academic department and will be designated at the time of hire.
