About the Position:

TJFACT is seeking to hire a well-versed Justice Advisor to support the DOS in Jerusalem, Israel.

The Justice Advisor, referred to as Advisor for the remainder of this document, will work full-time in the INL Jerusalem (INL/J) office to support, assist, and advise INL in its efforts to help the Palestinian Authority (PA) to reform and otherwise establish a more effective criminal justice system.

The Justice Advisor will work closely with the INL police, corrections, MOI and M&E Advisors, the United States Security Coordinator (USSC) police advisors and the USSC Security Justice Advisor to support and complement INLs justice projects as needed and directed. The Advisor will serve as a member of INL/Js subject matter specialists (SMS) team that assists and advises on the full range of criminal justice issues as they relate to establishing a Palestinian State that is based upon the rule of law.

Duties and Responsibilities:

  • Provide senior-level subject matter expertise in program planning, designing, technical assistance, and implementation.
  • Provide senior-level management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects
  • Serve as a senior criminal justice expert within INL/J. All final decision making will be carried out by an full time USG employee.
  • Provide, when requested by INL/J or other offices, analytical services, to include assessments, program designs, development of performance monitoring plans, and evaluations.
  • Provide high level expertise and ability to solve complex and unusual managerial issues while exercising independent judgment
  • Assist senior-leadership in the development of program strategies and implementation.
  • Provide professional guidance, assistance and information to INL staff as required with respect to the generic function of PA criminal justice actors and institutions.
  • Demonstrate ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.
  • Experience working international or peacekeeping missions, and/or related international development activities.
  • Draft policy and advocacy papers, attend meetings and conferences.
  • Facilitate exchange of information and practices to ensure robust communication on rule of law issues within INL, as well as with other actors working in area of Rule of Law in Palestinian Territories.
  • Prepare background materials and reports to be used by INL/J Director and other US Embassy actors in preparing speeches, briefings, and testimonies to articulate INL/J engagement on criminal justice sector issues with the PA.
  • Participate in outreach activities with domestic and international legal communities to increase awareness of INL programs/ policies and solicit greater cooperation and participation.
  • Participate in INL/J office meetings.

Required Skills and Experience:

  • U.S. Citizen;
  • Bachelors degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years professional law experience can be substituted);
  • A minimum of eighteen years of experience related to the legal profession, courts, criminology, and/or public administration, experience briefing in English;
  • Three years of experience working overseas in an Embassy environment,
  • Three years specialized experience depending on the position (e.g. criminal investigator, prosecutor, judge, or defense attorney);
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style;
  • Law degree from an ABA-accredited law school;
  • Admission to the practice of law before the courts of any state or the District of Columbia;
  • At least 7 years work experience as an attorney or judge;
  • At least 5 years of experience in the rule of law field;
  • At least 2 years of experience managing or directing international rule of law or legal/justice reform programs, international law, and/or the design and implementation of judicial and/or legal capacity building and training programs;
  • Excellent oral and written English communication skills, negotiation and interpersonal skills;
  • Subject matter expertise and demonstrated experience in one or more of the following areas (in or related to an international setting): justice sector and court administration strategy and planning; establishment of high-level working relationships with judicial system operators and institutions; planning and managing judicial and legal training and capacity-building programs; and/or, guiding participatory reform and transition processes with justice sector institutions;
  • Ability to accurately perceive and analyze complex fact patterns related to the structure, operation and deficiencies of foreign criminal justice systems and to employ professional knowledge to develop and apply plans to enhance the effectiveness of prosecutions;
  • Ability to perform essential functions under difficult conditions (e.g., limited resources, personal security risks, conflicting and changing priorities, difficult living conditions, language barriers, transportation limitations, disease, etc.).

Preferred Qualifications:

  • Preference given to those who have worked in Middle East; especially to those who have worked with PA in West Bank.
  • Demonstrated experience in strategic planning, policy development and implementation of major agency-level programs.
  • Demonstrated experience working with the UN or other international organizations.
  • Demonstrated experience working or coordinating with relevant U.S. Government agencies (e.g., Departments of Justice and Defense, USAID).
  • Juris Doctorate (JD) degree with prior military Judge Advocate General (JAG) experience highly desirable
  • Arabic language speaking and writing skills highly desirable; Arabic language capability at or above the Foreign Service Institutes defined 3/3 level (Fluent Proficiency) or equivalent. Incumbent will be routinely working in an Arabic language-only environment.
