Job Purpose:
The Lead and Healthy Homes Program Coordinator will oversee the implementation and administration of Lead Safe Homes Program, Lead Hazard Reduction Demonstration (LHRD) and Healthy Homes activities funded through the Department of Health Services, approximately $4M, by maintaining all safety policies and procedures while providing the highest level of customer service, compliance and quality. Provides general oversight of the programs workplan including: client eligibility requirements, program compliance with DHS and HUD regulations and required reporting procedures.
Essential Duties:

  • Coordinates and manages staff administering all lead and healthy homes program activities funded by the Department of Health Services.
  • Ensures and monitors compliance with program goals, project objectives, and local/federal regulations and requirements and contract provisions, including reviewing cost estimated scopes of work, inspector costs and other program related costs.
  • Prepares and maintains LSHP, LHRD and Healthy Homes operational work plan, promotional materials, informational brochures and design of client recruitment practices. Including a prioritization plan for projects with children with elevated blood levels or severe asthma.
  • Participates in program development and process improvement projects to ensure programs are meeting all applicable guidelines and are aligned with department goals.
  • Participates in the development and management of annual operating budgets for the programs.
  • Evaluates overall effectiveness, trends in industry, opportunities and challenges. Makes recommendations to work plan adjustments to meet overall objectives.
  • Provide educational training of Lead Hazards and lead poisoning prevention strategies to community and local families.
  • Ensures client's financial eligibility and building qualifications meet program guidelines. Establishes prioritization of client services.
  • Ensures all planned Lead and Healthy Homes program activities performed are properly coordinated, in compliance with Agency's policies and procedures, to meet local building codes, state/federal standards and required HUD regulations.
  • Assists in the collection and calculation of mandatory matching and in-kind contributions. Prepares and updates quarterly reports to funder on program outcomes and maintain records. Coordinates program correspondence with grant technical monitors.
  • Assists in the preparation of Agency's recruitment of local lead abatement contractors and preparation of Requests for Bids (RFB) for services. Assists with training local Lead Abatement contractors, reviews project work scopes and oversees that best lead safe work practices are employed. Reviews financial budgets, project estimates and final invoices for processing payments.
  • Attend and schedule project meetings with personnel, contractors and inspection staff as needed.
  • Coordinates schedules for risk assessments, lead paint inspections and clearance testing with internal staff, contractors and inspectors as needed.

Required skills/qualifications:

  • Must have at least two years of experience in housing code, housing rehabilitation, residential environmental hazard control, weatherization or other work related to the project and must have demonstrated project management experience.
  • Highly organized individual with effective scheduling and planning background.
  • Ability to create clear documents in Microsoft Office Excel, PowerPoint and Word
  • Effective verbal, graphic and written communication skills.
  • Obtain Lead Abatement Supervisor Certification, and Risk Assessor or Lead inspector certification within six months after hired/transfer and maintain the certifications. Renewal is every two years.
  • Successfully complete the Healthy Homes Training within the first 12 months of employment/transfer.
  • Valid Wisconsin driver’s license in good standing with access to reliable transportation, insured driver and transportation and have personal liability auto insurance in good standing.
  • Strong presentation skills; ability to make presentations to public.

Experience/Education/Training/Certifications:

  • Bachelor’s Degree in Construction or Business Management.
  • Must have at least two years of experience in housing code, housing rehabilitation, residential environmental hazard control, weatherization or other work-related experience to the project.
  • Must have two year of demonstrated project management experience.

During the performance of his/her duties, the incumbent will regularly lift up to 25 pounds and occasionally up to 50 pounds.

The employee will work regularly in the office or out in the field environment where the noise level may vary.
