PURPOSE
The Contract Administrator position, under the direction of the Director of Legal Affairs, will provide contract administration and document management on behalf of the Legal and Legislative Affairs department. This position will also act as an Administrative Partner and Board Liaison by attending and facilitating meetings.

Some activities may include reviewing and writing contract documents, planning and coordinating programs, conducting surveys and studies, and assisting with special projects. This position is expected to perform analytical work requiring knowledge of administrative principles and practices using discretion and independent judgement.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Board Liaison
  • Provide direct support to the Secretary of the SWACO Board of Trustees (“Board”) by preparing and maintaining all Board records in accordance with Ohio Revised Code, the SWACO Bylaws, and SWACO’s standard operating procedures; and,
  • Attend Board meetings as required.
Contract Management
  • Assist the Staff Attorney in the damage claims process, including gathering the relevant incident information and evidentiary materials with Operations Department staff;
  • Draft contracts and compile contract documents for review by the Staff Attorney;
  • Assist the Legal and Legislative Affairs department with contracts, real estate documents, legislative bills, and litigation matters;
  • Plan, organize, and coordinate various projects and programs involving various legal matters;
  • Conduct research and analytical studies on a variety of projects and issues; and,
  • Recommend and assist in implementing improved administrative functions for the Legal department.
Administrative Partner
  • Serve as an administrator for the Sharepoint contracts system, advising Project Managers on process and documentation requirements; and,
  • Provide vendor management assistance to Project Managers according to contract specifications.
Records Management
  • Serve as SWACO’s Records Administrator by managing all public records requests in accordance with the Ohio Public Records Act (O.R.C. §149.43) and SWACO’s retention policy.
SUPERVISORY RESPONSIBILITIES
  • None
EDUCATION AND/OR EXPERIENCE
  • Bachelor’s degree or higher from an accredited college or university is required, a degree in Public or Business Administration is preferred;
  • Three (3) to five (5) years of public administration experience or an equivalent combination of education and work experience; and
  • Previous experience working in the public sector, highly preferred.
KNOWLEDGE, SKILLS AND ABILITIES
  • Maintain a working knowledge of the Ohio Revised Code (O.R.C.) and Ohio Administrative Code (O.A.C.) as said relates to public agencies and solid/hazardous waste regulations;
  • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations;
  • Strong ability to gather data, compile information and prepare reports and business correspondence;
  • Demonstrate the ability to communicate effectively with all levels internally and externally, both in writing and verbally;
  • Maintain confidentiality and professionalism in the handling of sensitive and confidential information, including legal, financial, human resources, executive, and Board activities;
  • Proficient in Microsoft Office Suite products (Word, Excel, Outlook, Access, and PowerPoint);
  • Excellent organizational skills; and,
  • Ability to work efficiently on a team.
