Summary

Under general direction of the County Manager, performs administrative work of considerable difficulty in developing and directing intergovernmental relations and communications programs and activities; performs related work as assigned.

Essential Job Functions

  • Oversees and coordinates the County’s intergovernmental relationships with the Navajo Nation, Hopi Tribe, White Mountain Apache Tribe, and any Federal and/or State agencies regarding tribal affairs.
  • Works closely with Tribal agencies such as the Bureau of Indian Affairs, Hopi and White Mountain Apache Tribes, the Navajo Nation and within all tribal communities within Navajo County.
  • Manages special projects as assigned.
  • Provides feedback to County Officials and staff in identifying, and addressing tribal needs within Navajo County.
  • Assists Board of Supervisors and Elected Officials with scheduling, hosting, and preparing for tribal meetings.
  • Maintains and publishes a schedule of various chapter and tribal legislative meetings.
  • Functions on behalf of the County Manager, Board of Supervisors, Elected Officials, and Department Directors.
  • Meets with the County Manager, Board of Supervisors, Elected Officials and Department Directors to discuss issues and provide input for the development of county strategies.
  • Attends bi-weekly senior leadership meetings and other periodic county staff meetings.
  • Serves as the County representative on various projects, committees, meetings and programs involving interaction with tribal jurisdictions, agencies and groups.
  • Assists in drafting proposed state and federal legislative agendas concerning tribal affairs and reviews proposed legislation.
  • Receives and responds to inquiries from the public.

Knowledge and Skills

  • Knowledge of various legislation and regulations impacting the Native American Communities of the county.
  • Knowledge of federal, state and local laws, regulations, rules and ordinances related to local and tribal government operations.
  • Knowledge of Arizona tribal government and tribal negotiations.
  • Knowledge of the legislative process.
  • Knowledge of principles and practices of public administration.
  • Skill in analyzing complex legislative issues and recommending solutions
  • Skill in researching, evaluating, and using new methods and techniques for operational improvements.
  • Skill in effectively communicating verbally and in writing.
  • Skill in public speaking.
  • Skill in establishing and maintaining effective working relationships.

Desirable Qualifications

Bachelor’s Degree in Public Administration, Business Administration, Political Science or closely related field; AND five years of experience in legislative research and analysis and/or intergovernmental relations, or experience that includes legislative interaction, intergovernmental program promotion, and political strategizing; previous experience in a government setting preferred; OR an equivalent combination of education, training and experience; AND a valid driver’s license.
