Position Overview

This position provides Advisory and Assistance Support (A&AS) to the NC3 Enterprise Center with the day-to-day responsibility for overseeing and managing NC3 operations, maintaining enterprise-wide visibility, assessing comprehensive operational and technical risk, and, with the active NC3 Enterprise Stakeholder participation, developing, presenting, and advocating future capabilities, risk management options, and prioritization recommendations to the Chairman Joint Chief of Staff (CJCS) and Deputy Secretary of Defense (DepSecDef) on behalf of all NC3 Stakeholders. Provide subject matter expertise in conducting systems analysis, systems engineering, technical analysis, solution integration, operations assessment, operations analysis, risk management, requirements identification, requirements advocacy, intelligence assessments, technology identification, identifying future concepts and architectures, and other assigned tasks supporting CDRUSSTRATCOM's ability to plan and execute Strategic Deterrence and NC3 operations to accomplish the mission as outlined in the National Defense Strategy. Will require access to Sensitive Compartmented Information (SCI) and full access to Non-SCI intelligence information.


Essential Job Function

  • Assist the government in supporting development of NC3 Enterprise policy and guidance. The team shall support any development and coordination of any existing or future policy or guidance. The findings will support the government in replacing legacy policy and guidance with guidance aligned to reformed constructs of the NC3 Governance Improvement Implementation Plan.
  • Support the government in developing, maintaining, and reviewing NC2/NC3 policy, directives, instructions, and plans. The team shall assist in producing, reviewing, maintaining, and conducting research in the development of NC3 policy, directives, instructions, and plans. The findings will support the government in representing NC3 equities at all levels (e.g. POTUS, DOD, Joint Staff, Combatant Commands, Agencies, and Services).
  • Assist the government in recommending changes to NC3 Enterprise policy and guidance. The team shall identify policy, procedures, and instructions requiring change based on guidance, changes to NC3 architecture, systems lists, and or operational risk assessment(s). The findings will support the government ensure policies, procedures, and instructions accurately reflect NC3 mission objectives.
  • Assist the government with near real-time analysis of the NC3 Enterprise. Manage incident reporting, response, mitigation, and root cause analysis to assess system performance and trend data to inform operational risk assessments. The findings will support the government in representing NC3 equities at all levels via a Global NC3 Enterprise Dashboard.
  • Assist the government in the development of reporting requirements and standards to enable day-to-day operation of the NC3 Enterprise to enable real time analysis of the NC3 Enterprise to facilitate operational risk management to NC2 nodes, organizations, Combatant Commands, and National Military Command System. Support the government in developing guidance to enable synchronization of operations and maintenance activities in order to reduce operational risk.
  • Support the government synchronize and integrate sustainment and development programs for NC3 nodes, platforms, and systems. The team shall coordinate with the NC3 community to develop and maintain an NC3 Integrated Master Schedule (IMS). The findings will support the government in synchronizing current NC3 programs of record.
  • Support the government assessment of future system requirements. The team shall provide operational context during requirement definition, system development and integration for future NC3 capabilities. The findings will ensure future systems support operational needs, address future NC3 capabilities, and align with future NC3 roadmap.
  • Support the government in determine operational risk across the NC3 Enterprise. The team shall identify data collection requirements to enable the development of a risk analysis framework. The findings will support the ability to conduct assessment on both current and future risk to determine the risk impact to NC3 operations across the NC3 Enterprise.

Minimum Qualifications

At least 10 years of experience in the following:

  • NC2/NC3 operation capabilities and procedures, and experience in the operations platforms, communications, and modes of operations, to include current efforts in developing survivable and endurable NC2/NC3 capabilities. Fully understand critical command and control requirements and operational concepts inherent in each of the documents and highly competent at articulating interoperable capabilities into NC2 and NC3 operational requirements utilizing national, DOD, and CJCS guidance with specific knowledge of: CJCS Emergency Action Procedures, USSTRATCOM Emergency Action Procedures; CJCS Instructions - (e.g. 6810.01, 6811.01, 3280.1, 3265.01, 5119.1; CJCS OPORD 2CY; PPD-35; PPD-24; PPD-40; and DODI 5100.44).

At least 5 years of experience

  • Developing responses for Senior-level decision documentation and plans (CONOPS, OPLANS, OPORDs, and measured prioritizations) at the Combatant Command, Joint Staff, or DOD OSD levels.
  • At least 3 years of experience
  • Staffing complex packages and adjudicating content.
  • Experience with participating in various NC2/NC3 forums to include, but not limited to: NC2/NC3 Issues Working Groups, Policy and Procedures working groups, and others.
  • Critical thinking skills, both qualitatively and quantitatively
  • Strong technical and analytical skills
  • Ability to prepare a well-grounded, defensible argument
  • Understands the interrelationships between domain of expertise and other domains
  • Ability to communicate effectively, both written and verbal
  • Strong organizational skills and ability to multi-task
  • Ability to work independently and as part of a team
  • United States citizen
  • Top Secret (TS) security clearance with access eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) classified material.


Desired Qualifications

  • Familiarity with USSTRATCOM organization is desired
