Occupational Health Specialist
Minimum Qualifications Summary
Certification & Education
- A minimum of a Bachelor’s degree in Industrial Hygiene or Occupational Health and a minimum of 5 years’ experience using DOEHRS and performing Health Risk Assessments. An exception to the education requirement may be considered if the experience level warrants; an Associate degree in Bioenvironmental Engineering or Occupational Health, and 6 years’ experience performing OEH and using DOEHRS in the Air Force.
Experience
- Experience in managing an installation drinking water program is desired. Desirable elements will be considered a strength.
Description of Services: Shall establish the standardized processes and training required to communicate Occupational and Environmental Health (OEH) solutions throughout the Air Force and, if applicable, throughout the DoD. This is accomplished by reviewing Air Force policy recommendations, Tactics, Techniques and Procedures (TTPs), and tools that effectively harmonize risks for the full range of Air Force mission. The contractor(s) shall conduct studies, assessments, tests, and validations of relevant scientific and technological tools, methods, processes, training platforms, and programs. The contractor(s) shall support DOEHRS; focusing on guidance documents, training materials, informatics, data mining, and virtual or face to face installation support. The contractor(s) shall meet the requirements of this
PWS with the professional support and technically qualified personnel to assist in areas
required to meet the stated objectives and to accomplish the work required.
Qualifications
- A minimum of a Bachelor’s degree in Industrial Hygiene or Occupational Health and a minimum of 5 years’ experience using DOEHRS and performing Health Risk Assessments. An exception to the education requirement may be considered if the experience level warrants; an Associate degree in Bioenvironmental Engineering or Occupational Health, and 6 years’ experience performing OEH and using DOEHRS in the Air Force.
- Experience in computer programming and developing system requirements, with prior experience building spreadsheets and databases in Excel and Access.
- A strong background capturing service members’ longitudinal exposures across the spectrum of OEH hazards at garrison and deployed locations.
- Experience in reviewing and analyzing drinking water protection programs. The contractor shall be able to identify gaps and initiate solutions to better characterize health threats from water sources.
- Because of the nature of this position in working in Management Operations and dealing with various Personnel related issues, the contractor employee(s) must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.

Responsibilities
- Shall provide focused support to Air Force installations to accomplish comprehensive OEH reviews on data pulled from DOEHRS and other sources. This includes; program management reviews/audits, training/education, and data entry. The contractor employee(s) shall accomplish in-depth analysis on the data and determine gaps in meeting existing regulatory requirements by researching and assessing policies, guidance, procedures, programs, risk data, training, detection equipment use, and knowledge management related to OEH hazard prediction, recognition, analysis, and control.
- Shall design and review courses of action which will include; detailed recommendations of necessary corporate business practices with the ultimate goal of standardized enterprise wide business practices and accountability measures.
- Shall be required to review and/or enter specific data into DOEHRS-IH to correct deficiencies found during OEH program reviews. Data entry should take no more than 5 business days to accomplish.
- Shall provide comprehensive OEH program and data review reports that shall include operational and tactical level objectives and the necessary tools to perform, document, and track progress to resolve programmatic gaps and ensure sustained program health.
- Shall generate training material as requested. Materials should be delivered within 30 days of assignment.
- Shall review existing tools used to clarify and enhance the OEH mission of the USAF and make updates as needed or design new operational tools as requested. Materials should be delivered within 30 days of assignment.
- Shall create and deliver OEH risk assessments. Examples include, OEH Site Assessments (OEHSA) and OEH sampling strategies.
Education & Certification

Security Clearance
- All contractor personnel require a minimum of a National Agency Check with written Inquires (NACI)/SF85.
Work Location
- Work will be accomplished primarily at an off-site location.
