The On-Call Community Interviewer works on two statewide, multi-year national HIV surveillance studies funded by the Centers for Disease Control and Prevention (CDC). The first study, the National HIV Behavioral Surveillance (NHBS) project, screens and recruits three populations in yearly cycles (people who inject drugs; gay, bisexual and other men who have sex with men; and low-income heterosexuals) according to strict protocols and conducts highly sensitive confidential interviews about HIV-related prevention and care. The Medical Monitoring Project (MMP), the second study, recruits persons living with HIV to participate in highly sensitive confidential interviews about health behaviors either by phone or in person. This position will be working with Protected Health Information (PHI) on both projects and will need to follow all security and privacy protocols provided by Multnomah County Health Department (MCHD), Oregon Health Authority (OHA), and CDC.
There are multiple on-call positions available, with evening and/or weekend required.
As the On-Call Community Interviewer/ Research Evaluation Analyst 1, you will:
  • Conduct screening and informed consent procedures with participants; connect participants to a station in a mobile unit where they will be interviewed remotely by other project staff
  • Recruit participants living with HIV via mail, telephone, text, and email following all privacy protocols; schedule interviews with eligible participants
  • Administer in-person rapid HIV and Hepatitis C (HCV) tests; provide HIV/HCV results and pre and post test counseling; make appropriate health care and social service referrals; answer participant questions as needed
  • Conduct interviews remotely using portable computers and following project protocols; confidentially interview project participants living with HIV about health behaviors by phone or in person (including interviews at homes, clinics, or jails)
  • Link participants to medical care or ancillary services as needed

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education,training and experience will be evaluated.
  • Education/Training: Equivalent to a Bachelor's degree, AND
  • Experience: Up to one (1) year of experience that demonstrates the ability to perform the duties of the position.

  • Advanced knowledge of and experience working with populations at risk, including people who inject drugs; gay, bisexual and other men who have sex wiht men; and low-income individuals
  • Previous experience working with culturally and individually diverse groups
  • Ability to quickly establish rapport and build trust with others
  • Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position. Be sure to describe any transferable skills on your application and clearly explain how they apply to this position.
COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception as a qualification of employment.
