Job description

The One Community Health (OCH) Patient Care Advocate will assist eligible residents of OCH’s four-county service area (Hood River and Wasco in Oregon and Klickitat and Skamania in Washington) to discover their new health care insurance options through the Affordable Care Act and to assist in enrollments through Oregon One Eligibility and Washington Health Plan Finder portals. This one year, federally funded project; with the possibility of extended funding, will provide public information plus outreach and enrollment of low-income uninsured people in OCH’s service areas. The Patient Care Advocate provides education, outreach, support, and raises awareness of affordable insurance options and provides eligibility and enrollment assistance to uninsured patients of health centers and residents in the approved service area(s).


Minimum Qualifications:

  • Fluent bilingual and biliterate in English and Spanish.
  • High school graduate or GED.
  • 6 months experience in public health or equivalent in social services, outreach services or related duties.
  • Two (2) years of administrative support experience in a medical/dental setting or healthcare insurance organization, or high-volume office environment; OR a combination of equivalent education and work experience.
  • Ability to work independently, be self-directed; as well as work in a team environment. Be a positive and effective team player.
  • Ability to make group presentations and assist individuals with benefits/entitlements.
  • Experience or training in oral communication skills. Be able to communicate in person, in writing, and by phone with sensitivity demonstrating respect and professionalism.
  • Experience and proficient with interviewing and data collection techniques and record keeping.
  • Ability to network with other local community agencies.
  • Exceptional interpersonal, analytical, and problem-solving skills.
  • Possession of a valid driver’s license and reliable, insured transportation.
  • Proficient computer skills, including use of Microsoft Office applications: Word, Excel, Outlook, and PowerPoint.
  • Knowledge, understanding, and compliance with HIPAA and privacy laws.
  • Able to organize, prioritize, and coordinate multiple activities and tasks with attention to detail.
  • Able to work efficiently with a diverse workforce in a multicultural environment.
  • Ability to work comfortably and effectively with various populations, especially migrant, seasonal farm workers, and low-income families.
  • Complete and pass all required state training to maintain certification.

  • Experience working with low income, multi-ethnic populations
  • Post high school education in administrative support or health insurance course work.
  • Bachelor's or Associates degree
