The City of San Pablo has adopted a COVID-19 employee mandatory vaccination policy for new hires. Under the policy, all employees must, as a condition of employment, either be fully vaccinated and verify that vaccination status with the City, or the employee must have applied for an exemption under the law through the City.

The Community Development Department offers a One-Stop Permit Center for the City of San Pablo covering a wide variety of services such as: issuing building and planning permits, issuing and renewing business licenses, processing applications for plan checking, scheduling inspections for ongoing projects, special investigations, business licenses and the residential health and safety program

ABOUT THIS POSITION
The Permit Technician coordinates the permit and plan check process; issues and reviews permit applications for all phases of construction on building and planning projects; demonstrates a full understanding of all applicable policies, municipal codes, procedures and work methods associated with assigned duties; and performs general clerical duties and other duties as required. The person in this position will facilitate planning and building permit issuance and inspections, and will communicate with property owners, tenants, architects, engineers, contractors, real estate agents, and others to ensure expectations are clear, and that the work is completed properly. The position is also responsible for fee calculation and processing and for properly tracking activity in the City’s permit tracking system.

Distinguishing Characteristics

Permit Technician I- This is the entry level class in the technical Permit Technician

series. Positions in this class typically have little or no directly related work experience. The Permit Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Permit Technician II - This is the journey level class in the technical Permit Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Examples of Duties / Knowledge & Skills

  • Assist the general public at the front counter, via email/mail, or by phone regarding building and permit and plan check requirements, including but not limited to permit and plan check fees, plan review and plan check filing procedures and processing, and permit status.
  • Accept building permit applications; review applications for completeness; enter permit data into an automated database; route plans to other City departments and/or outside agencies for review and track plan review process.
  • Review, route and monitor plan check submittals, comments, and decisions.
  • Review applications for conformance with ordinances and department's standards, policies and guidelines.
  • Calculate and collect various fees; prepare fee estimates and apply fees to permits.
  • Review simple plans and issue over-the-counter permits.
  • Perform records research and compile data on inspections; process requests for inspection scheduling.
  • Compile data for various monthly, annual, or other reports.
  • Research and answer building, planning, and public works related questions; provide technical and clerical support for Community Development Building Services and Planning professional staff.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

  • Be an integral team player, which involves flexibility, cooperation, and communication.
  • Perform other related duties as assigned.

Minimum qualifications & Requirements

Knowledge of:

Basic principles, procedures, and methods of planning, public works, building inspection and/or construction; principles and practices of the Zoning Code, California Building, California Plumbing, California Electrical, California Mechanical and California Housing Codes; basic construction terminology; basic mathematical skills; modern office equipment, including a computer and applicable software applications; effective customer service and public contact methods. Knowledge of Trakit or similar Permit Tracking System and/or Laserfiche or similar record keeping program is a plus. Spanish speaking, writing, and reading is desirable. Read, analyze, review and interpret site plans, building specifications, plans, codes, and regulations; review and evaluate construction plans for completeness; exercise independent judgment and initiative; plan, implement, and maintain programs in the functional area to which assigned; interpret laws, policies, procedures, regulations, maps, specifications, site and building plans, graphs, and statistical data; understand title reports, County Assessor maps, differentiate between public and private property matters; maintain accurate records; prepare clear, concise and accurate reports and conduct presentations; communicate clearly and concisely both verbally and in writing; establish, maintain and foster cooperative working relationships with others contacted in the course of work; operate a computer and learn to operate specialized software programs.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:
Permit Technician I
One year of responsible office or clerical experience involving customer service is desirable.

Permit Technician II
Two years of responsible experience similar to Permit Technician I with the City of San Pablo.

Training:
Permit Technician I
Equivalent to an Associate’s degree from an accredited college with major course work in building, planning, construction, or a related field.

Permit Technician II
Equivalent to an Associate’s degree from an accredited college with major course work in building, planning, construction, or a related field.


License and Certificate

Permit Technician I
Possession of, or ability to obtain, a valid California driver’s license.

Possession of a Permit Technician certificate from the International Code Council is required within one year of appointment.


Permit Technician II
Possession of, or ability to obtain, a valid California driver’s license.
Possession of a Permit Technician certificate from the International Code Council.
