There is one opening with the Yakima County Public Services-Surface Water Division. This position is responsible for managing critical program elements of the surface water management division with emphasis on educational programs, floodplain management, and technical support.

Essential Duties:
Develop and manage a Yakima County Community Rating System (CRS) program for enhanced flood and floodplain management and reduced flood insurance rates for County citizens. Work with state and governmental agencies regarding CRS program development, ongoing records, and assistance sources. Work with County municipalities regarding floodplain management issues. Stay up to date on the latest flood management literature and ongoing changes to state and federal approaches to integrated floodplain management and keep pertinent County staff informed.

Manage the development and operation of a surface water and flood management public education/involvement program. Including: development and management of multiple advisory committees and their meetings, preparation for and delivery of public presentations; answering day to day questions of the public; participation in educational community and school activities; and providing technical assistance on homeowner flood proofing techniques. Perform volunteer coordination for field educational and environmental restoration/clean-up activities. Locate and coordinate with other entities with common goals (other County departments, conservation districts, BOR, Yakama Nation, Ecology, Etc.). Develop and distribute surface water and flood management informational brochures. Develop and maintain a surface water website. Develop a surface water newsletter and distribution list.

Set-up and manage a surface water management resource library and other informational systems. Work closely with County GIS to obtain and make available enhanced floodplain information. Track and foster the update of flood maps. Obtain all available County and City (in Yakima County) flood maps and studies. Coordinate the provision of information to/with the Planning, Building and Fire Divisions, County Roads, other County Departments, municipalities, and other agencies. Track and obtain the results of the numerous natural resource studies that are occurring or have occurred that affect the Yakima River Basin. Review and file all existing reports, photos, videos, studies, records, and other surface water reference materials on hand. Track and report flood monitoring information, weather forecasting, and flood warning.

Evaluate and comment on development proposals on behalf of the Flood Control Zone District. Consider related County ordinances, state and federal laws, emerging changes to laws. Address procedural and technical issues. Coordinate with other County staff.

Help coordinate and complete complex surface water management, Flood Control Zone District, and Drainage Improvement District projects related to the Clean Water Act, Endangered Species Act, NFIP and related State laws, mainly through the provision and supervision of permitting efforts and preliminary analysis of data. Prepares complex written studies and reports. Manages less complex projects.

Participate in regional external projects that affect the Public Services Department (including Flood Control Zone District) and County as a whole, and where County input is needed. Including Watershed Planning, Salmon Recovery, Total Maximum Daily Load development, Ahtanum Creek watershed assessment (Pine Hollow), Bureau of Reclamation projects, Tribal projects, Corps of Engineers projects, Central Washington University Projects, Department of Ecology projects, etc.

Prepare state and federal grant applications and properly administer grant funds (grant contracting, progress reports, invoices, close-out, etc.)

Track and foster the implementation of Comprehensive Flood Hazard Management Plans and other surface water related Natural Resource Management Plans adopted by the County (watershed management, salmon recovery, etc.). Including implementation of recommended actions, policies, and projects. Track implementation and revise plans and policies as needed. Coordinate with other jurisdictions and advisory committees as needed.

Other duties required.

Experience and Training:
Bachelors Degree: : Could be various when combined with experience: education, water resources, soil science, agronomy, bioresource engineering, environmental engineering, civil engineering, fluvial geomorphology, geology, natural resource management, biology, ecology, natural resource planning and 6+ years of additional relevant experience. Masters Degree or Ph.D.: 4+ years of additional relevant experience or the equivalent education and experience to perform the essential duties of the job.

Required:
Valid Driver’s License and proof of insurance, if requested

Successful completion of a general employment verification

Proficiency with MS Office suite (Word, Excel, Powerpoint, Access)

Registration as a “Certified Floodplain Manager” within 18 months of employment

This position is a Clerical, Technical & Professional Employees Group Bargaining Unit Position.

Equipment Used:
Routine: Computer, field vehicle, laptop, camera, presentation equipment (projector, screen, etc.). Intermittent: field equipment (sieves, chemical test kits, water and soil sampling equipment), boat, GPS equipment, waders

Working Conditions:
Working on and near waterways. Spending time in the field performing independent work. Making public presentations. Frequent travel outside of the county for meetings, workshops, conferences and training. Carrying moderately heavy field equipment for short and long (up to 1 mi+) distances. Traversing flowing waters. Requires: travel, field work, Other: may be exposed to hostile/angry individuals; work outside of standard business hours and locations, sitting, standing, walking, fingering, hearing, talking, visual acuity, ability to multitask, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written and verbal instructions.

Heavy Work: Exerting up to or in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Work is performed out in the field.

Knowledge:
Knowledge of public education and involvement techniques. Knowledge of some state and federal environmental laws and permits (State HPA, some ESA). Knowledge of basic river and creek restoration principals. Knowledge of flooding issues and management strategies. Knowledge of biological processes and principals. Knowledge of state and federal flood management programs and regulations. Some knowledge of local and/or state endangered species management issues. Some knowledge of hydrologic principals.

Skills:
Advanced computer skills. Skill in making group presentations to technical and non-technical audiences. Skill in developing and coordinating programs aimed at school children and others. Skill in field techniques for surface water studies. Skill in the design of document management systems and databases. Skill in the development of education materials (content of brochures, newsletters, website). Some skill in the management of junior staff and consultants. Skill in writing reports and plans. Skill at managing project finances. Skill in working as part of and facilitating team efforts.
