POSITION SUMMARY:

HIAS is launching a new program within our U.S. program portfolio focused on Gender-Based Violence (GBV) programming to address critical gaps in GBV programming amongst refugees in the U.S. HIAS brings together global expertise on refugee resettlement, together with gender and GBV programming, and legal services to strengthen capacity to address GBV within U.S. refugee resettlement agencies.

The Program Specialist, GBV is an expert in the field of GBV prevention and response, who will be responsible for leading this project in a way that helps to build out the critical components of GBV programming and align with best practices. The Program Specialist, GBV will be experienced in directly implementing GBV programs or services among U.S. affiliate partners. The candidate should be well-versed in the core principles and international standards of GBV programming, with resettlement experience preferred or survivor lead services in the United States context. The ideal candidate will have strong analytical skills to assess the situation in various contexts and adapt existing standards to the specific context of refugee resettlement in the US. The person will have a background in social work or counseling, adult education, capacity building and demonstrated skills in developing resource materials that can be user-friendly for staff and partners.

Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Massachusetts,Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin).

ESSENTIAL FUNCTIONS:

  • Collaborates with the Program Manager, MHPSS & Holistic Services, the Assistant Director, Social Integration and other HIAS staff to coordinate the implementation of MHPSS, WE, GBV and other social integration programs.

  • Works in close partnership and collaboration with staff at HIAS’ U.S. partner agencies, and actively seeks input and guidance from implementing staff through calls, surveys and listening sessions to ensure that HIAS is aware of and prioritizing local needs.

  • Coordinates with staff and consultants with technical expertise or programmatic support related to GBV to develop or improve existing processes, curriculums or other program materials and guidelines.

  • Offers subject matter expertise in GBV prevention and promotion to HIAS affiliates and external partners.

  • Reviews and shares program-specific tools/resources and works with the technical team and others in a learning collaborative to contextualize and adapt global best practices for U.S. application.

  • Supports affiliate relationships and provides oversight, training and technical assistance to implementing sites related to GBV; offers creative solutions to programming difficulties.

  • Ensures quality data collection, offers training and provides technical guidance, capacity building and ongoing support as needed related to program evaluation.

  • Develops and improves upon existing program documents (standards, guidelines and program implementation tools) to strengthen the impact and quality of HIAS’ group programs geared toward building affiliate capacity and long-term integration of refugee population.

  • Provides thought leadership to support the advancement of holistic services and integration of GBV in the HIAS network, contributing to strategy, grant proposals and program expansion.

  • Reviews and develops program-specific tools/resources and works with HIAS’ MHPSS and GBV technical teams to contextualize and adapt global and country-specific materials for U.S. application.

  • Conducts desk research and implements best practices related to GBV.

  • Liaises with affiliate staff and provides consistent resource development and capacity assistance as needed.

QUALIFICATIONS & REQUIREMENTS:

  • MSW or related graduate degree required.

  • 4-6 years of relevant work experience.

  • Adult education and group facilitation skills.

  • Lived experience as a refugee or immigrant will bring a valuable perspective.

  • Demonstrated experience applying IASC gender-based violence guidelines.

  • Demonstrated ability to train staff and implement with partners on gender and GBV, including excellent communication and presentation skills.

  • Collaborative, flexible team player with the ability to think critically about solutions to gaps in economic inclusion programming.

  • Excellent interpersonal, written and oral communication skills, including the ability to regularly communicate with, motivate and support field-based staff as well as effectively communicate key program achievements and operational challenges.
