Saylor Consulting Group is seeking a full-time Project Controls Manager to support our transportation and aviation sector clientele in the San Francisco Bay Area. The Project Controls Manager will be able to contribute an extensive knowledge of the theories, principles, and practices pertaining to cost/schedule management, earned value management, change management, forecasting, and risk assessment for high-level rail/aviation/transportation projects. The ideal candidate should also have experience working through the entire project life cycle, presenting data to owners and stakeholders in an organized manner, exceptional communication skills, and the ability to adapt to changing requirements and situations in a fast-paced environment as part of a team. Experience using Oracle's Primavera Unifier is highly preferred.
Daily Duties:
- Participate in recurring meetings providing justification of variances, change management meetings, risk assessment workshops, and reporting on budget and cost as directed by management.
- Monitor the overall integrity of the project budget and forecast in accordance with approved standard operating procedures, identified trends, and mitigation plans over time against actual performance, and budget management practices.
- Review and analyze budget and expenditures, monthly cost reports, monthly progress reports, staffing plans, task order requests, change orders, cost coding and reporting, and identify any excessive peaks or potential cost impacts.
- Assist with gathering physical completion data, cost variance analysis, and project managers with amendment exhibits to contracts.
- Provide risk management input, alignment to reporting, interface support, and respond to all owner requests for financial information, cost coding and budget verification for contract change orders and amendments for impacts on budget/timetable.
- Collaborate with schedulers to review cost and schedule performance to determine cost overruns/ underruns, issues with project durations, or variances in spend analyzing plan versus expenditures over period of time.
- Develop standard and ad hoc reports for internal and external stakeholders. Identify information requirements from users and utilize various reporting and data mining applications to support daily business operations and presentations.
- Support the development of weekly/monthly cost and status reports for project team
- Develop and maintain change management logs per standardized processes and procedures.
- Create budget transfers, produces financial closeouts.
- Work with the Project Managers on project budget issues (verifying budgets for additional Task Orders needed for projects, additional services, etc.).
- Coordinate with Project Managers/Construction Managers to establish and maintain data coding structures, project controls tools, and quality data for budgets, contracts, change orders, trends, and actual costs.
- Provide verification of charge codes for purchase requisitions and change orders to ensure proper cost accounting.
- Perform necessary data entry for budget and forecast impacts.
- Provide additional services consistent with the above duties as requested.
Qualifications:
- Minimum of 10 years of project controls management experience in support of transportation projects including the design-build construction of large-scale, complex light rail and heavy rail civil projects.
- Oracle Primavera Unifier experience preferred but not required.
- Bachelor's degree in Engineering, Construction Management, or a related field is preferred.
- Local to the San Francisco Bay Area, and able to commute daily.
- Must have advanced Excel skills, and have familiarity with various project controls systems commonly used by large, complex programs for transportation agencies.
- Must be proficient in using Adobe Acrobat, Microsoft Project, Office Outlook, and word.
- Must be detail-oriented with effective organizational skills.
- Must have excellent communication, customer service, and support skills.
- Must be able to handle multiple tasks simultaneously and take initiative/be a self-starter.
