Position Summary
The Property Administrator (PA) will service as the Contractor Hand Receipt Holder (CHRH) and will report discrepancies between the issued hand receipt and the on hand quantity received, maintain the condition and physical security of issued equipment, conduct periodic physical inventories of the equipment (including Sensitive Items) in accordance with AR 710-2, issue equipment to Sub Hand Receipt Holders within the organization, post transactions to the prime hand receipt and coordinate turn-in of equipment to the SSA. The PA ensures inspection of grounds, facilities, and equipment routinely to determine necessity of repairs or maintenance. The PA investigates and resolve problems following rules and regulations. The PA plans, schedules, and coordinates general maintenance, major repairs of government properties. The PA manages and oversee operations, maintenance, administration, and improvement of government properties. The PA ensures proper handling and security of property. An Associate degree preferred. The PA must have five years of documented experience and a comprehensive knowledge of governing regulations, policies, procedures, and instructions in assigned area of responsibility within the supply functional area. Must have documented experience in receiving and signing for property issued by the Property Book Officer (PBO) on a Hand Receipt. The PA must possess the ability to effectively communicate orally and respond to customer inquiries or complaints and possess analytical and research skills. The PA must have knowledge of principles and processes for providing customer and personal services. The PA must be able to identify complex problems and reviewing related information to develop and evaluate options and implement solutions. Knowledgeable of AR 710-2, AR 735-5, AR 700-84, AR 190-11, AR 25-400-2, DA PAM 710-2-1 & 710-2-2, FM 10-15, MIL-STD 2073-10 & MIL-STD 129P. The PA must be knowledgeable of specific logistics information systems used in supply operations.
Essential Functions
- Prepare correspondence, reports of inspections or investigations or recommendations for action.
- Examine records, reports, or other documents to establish facts or detect discrepancies.
- Inspect government property, such as construction sites or public housing, to ensure compliance with contract specifications or legal requirements.
- Investigate alleged license or permit violations.
- Inspect manufactured or processed products to ensure compliance with contract specifications or legal requirements.
- Collect, identify, evaluate, or preserve case evidence.
- Submit samples of products to government laboratories for testing, as required.
- Inspect government-owned equipment or materials in the possession of private contractors to ensure compliance with contracts or regulations or to prevent misuse.
- Investigate applications for special licenses or permits.
- Recommend legal or administrative action to protect government property.
- Testify in court or at administrative proceedings concerning investigation findings.
- Coordinate with or assist law enforcement agencies in matters of mutual concern.
