GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs entry level purchasing functions in support of the Texas Department of Motor Vehicles (TxDMV), Finance & Administrative Services Division, Purchasing Section. Prepares specifications, product tabulations and purchase requests; reviews bids and prepares award recommendations; prepares reports and maintains purchasing records. Work requires contact with private entities. Works under close supervision, with minimal latitude for the use of initiative and independent judgment.

ESSENTIAL JOB DUTIES

Performs entry level purchasing work including but not limited to Texas SmartBuy, Department of Information Resources (DIR) contracts and Statewide Procurement Division contracts.

Maintains section files (hard copy and electronic) on product literature, purchase requests, purchase orders and correspondence.

Coordinates the reporting of procurement documents as required by procurement statutes.

Assists section staff with the preparation of specifications and assists with specification revisions.

Tabulate bids and prepares recommendations in support of section staff.

Provides administrative support to section staff in the purchase of equipment, commodities and services.

Prepares correspondence for distribution to department staff, vendors, DIR and SPD regarding updates on literature, clarifying specifications and bid reviews.

Coordinates and researches purchasing data and compiles basic reports regarding section activities.

Assists section staff with answering questions, providing guidance and acting as a liaison between internal and external customers.

Conducts market research, obtains literature and compares features to user needs.

Performs other related work as assigned.

Qualifications


MINIMUM REQUIREMENTS

Education and Experience

Experience in the procurement of goods and services. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.) Individual must obtain a minimum of a Certified Texas Contract Developer (CTCD) certification within one year of employment. Experience and education may be substituted for one another.

PREFERRED QUALIFICATIONS

Graduation from an accredited four-year college or university with major course work in business or public administration or a related field. One year of experience in the procurement of goods and services.
