Job Description: Quality Manager

1.0 INTRODUCTION
1.1 The purpose of this standard procedure is to establish and define the basic function, reporting relationships, authority, requirements, responsibilities, duties, and measures of performance to successfully fulfill the position of Quality Manager for the company.
2.0 BASIC FUNCTION
2.1 The function of the Quality Manager is to provide the necessary planning, organization, coordination, and control to ensure that the company meets its quality objectives. The Quality Manager is responsible for the planning, execution, and control of the company’s quality system.
3.0 REPORTING RELATIONSHIPS
3.1 The Quality Manager derives authority from and reports directly to the Vice-President of Operations.
3.2 The following positions report directly to the Quality Manager:
3.2.1 Quality Inspectors
3.2.2 CMM Programmer
3.2.3 Product Inspectors
3.2.4 Quality Engineer or Technician
4.0 AUTHORITY
4.1 The Quality Manager has the authority necessary to effectively complete the responsibilities and duties listed herein and any other necessary for the successful operation of the company quality system including, but not limited to:
4.1.1 Direct the activities of the employees reporting to the position including scheduling, assigning, and monitoring their work.
4.1.2 Recruit and hire, train, evaluate, counsel technically, and discipline the employees reporting to this position.
4.1.3 Approve/recommend purchases of materials, supplies, and equipment related to quality operations.
4.1.4 Approve overtime hours as required.
5.0 MINIMUM REQUIREMENTS
5.1 Excellent written and verbal communication skills.
5.2 Excellent visual perception to ensure fine detail quality inspection.
5.3 Full physical capability to sit, stand, walk, climb, reach, bend and maneuver around equipment and job stations.
5.4 Ability to motivate and manage reporting personnel, as well as work in a productive, cooperative manner with other company employees.
5.5 Computer literacy at a level of competence to enable accessing and updating quality control and engineering files as required.
5.6 Minimum of 5 years in a quality assurance position with a minimum of 2 years being in a leadership role.
5.7 Knowledge of inspection processes using, but not limited to: CMM & VMM machines, height stands, and various hand gauges.
5.8 Knowledge of GD&T with the ability to read a blueprint.
5.9 Ability to simultaneously schedule and coordinate multiple tasks according to priority.
5.10 Knowledge of ISO 9001:2015 and ability to coordinate and conduct internal audits to the requirements of the standard. Ability to manage records, document, and processes in accordance to the ISO 9001:2015 standard.
6.0 RESPONSIBILITIES
6.1 Setting, recommending and reviewing company quality policies, plans, and procedures on an on-going basis.
6.2 Executing, overseeing, implementation and compliance to the company quality system.
6.3 Representation of the company with external contacts including customer relations and vendor relations.
6.4 Adequate control, protection, and use of the assets of the company.
6.5 Effective supervision and motivation of personnel reporting to this position to ensure maximum overall and individual productivity.
6.6 Evaluation and training of the personnel reporting to this position.
6.7 On-going monitoring and verification of quality at each stage of production to ensure that the finished product meets specifications.
6.8 Participation in the quotation process. Estimates for all customer driven quality requirements.
7.0 DUTIES
7.1 On-going communication with the President, Vice President, Engineering, and Production Supervisors to ensure a common understanding of immediate issues affecting output and quality.
7.2 Daily review of product quality requirements for all new production orders.
7.3 Daily review of all change orders for effect on customer specifications, quality procedures, and quality gaging/tools.
7.4 Weekly review of production schedule and planning overtime of inspection support.
7.5 Develop and maintain all inspection procedures and documents.
7.6 Maintain all historical quality data per the Quality Management System.
7.7 Serves as the coordinator for all corrective action requests.
7.8 Serves as the company liaison to the local government QAR and the DCMA.
7.9 Serves as the responsible person for all Government Furnished Material (GFM) and Government Furnished Equipment (GFE).
7.10 Serves as the principal point of contact with the Defense Investigative Service (DIS) concerning Government contracts and Arms, Ammunition & Explosives (AA&E).
7.11 Completion of an employee performance evaluation for each of the individuals reporting to this position at least semi-annually.
7.12 Any other duties requested by the President.
8.0 MEASURES OF PERFORMANCE
8.1 The Quality Manager will be evaluated by the following criteria:
8.1.1 All of the above Responsibilities and Duties are performed in a thorough and timely manner.
8.1.2 The Quality Management System is kept current and that it meets the expectations of our customers.
8.1.3 Quality labor and material costs are within budgeted range.
8.1.4 Material scrap level is at or below target established by the Executive Board.
8.1.5 Employees reporting to the position are following company policy, plans, and procedures.
8.1.6 No incidence of lost time injuries within the Quality Department.
