Position Summary
JOB SUMMARY
The Reentry Services Manager is responsible for direct oversight of day-to-day operations of the prison's pre and post release reentry initiatives. The individual in this position shall be highly organized with a focus on customer service while working closely with internal jail departments and a wide variety of community, judicial and county government partners. The Reentry Services Manager requires an understanding, and/or the ability to learn professional competencies established by the National Institute of Corrections (NIC) that systematically identify and address an offender's criminogenic needs. Specifically, this position shall manage multiple projects concurrently that may be associated with reentry and include but are limited to drug & alcohol groups, educational classes, and family reunification initiatives. In addition, attending and/or chairing meetings along with accurately collecting, tracking, and reporting data shall be vital responsibilities and directly correlate to the success of multiple prison initiatives. The expectation is that the Reentry Services Manager possesses a strong understanding of evidenced based Practices (EBP) and Cognitive Based Therapy (CBT) to establish and oversee programming that is proven to best effect change in returning citizens and reduce the risk of recidivism.
REPORTING RELATIONSHIPS
Reports directly to Deputy Warden of Inmate Services, this position oversees the Reentry Caseworker.
ESSENTIAL JOB FUNCTIONS
1. Ability to build/maintain positive working relationships, share information and work cooperatively with a variety of internal prison departments and community-based organizations, with the goal of coordinating evidence-based reentry services for those inmates being released.
2. Develop, enhance pre and post release programming which incorporates evidenced based services to address offenders’ criminogenic needs.
3. Directly Supervise reentry caseworker in the performance of their job duties. Develop on-boarding schedules, train, complete performance appraisals.
4. Enforce consistently all county and prison policies; draft Corrective Action Reports to address performance and behavioral issues as required.
5. Interact directly with inmates to recruit and determine program eligibility for reentry and other specific program services; facilitate program orientations.
6. Work cooperatively with a wide variety of community, judicial and county government partners to manage and coordinate and established future special prison projects with the goal of reducing recidivism through evidenced based programming.
7. Have extensive knowledge of the County of Lancaster's judicial system and its operations to include but not limited to specialty treatment courts.
8. Establish and/or attend internal and external meetings as required. Participate in regularly scheduled Lancaster County Reentry Coalition (LCRC) meeting assisting community partners to develop and implement reentry programing in a seamless cohesive manner.
9. Work with prison Administration and service providers to establish goals, collect program data and report outcomes; maintain computerized tracking tools using Microsoft Excel or other comparable software to measure success of both internal and external programming.
10. Identify, compose, and submit grant opportunities that shall enable LCP and its community partners to continually fund and/or make improvements in prison treatment programming. Monitor and complete are required follow up activities for grant awards.
11. Assist inmates with issues outside the institution that influence incarceration, including serving as liaison between inmates and a wide range of community volunteer programming and outside agencies such as Probation & Parole, Children & Youth, Public Defenders, private attorneys, treatment agencies, etc.
12. Cooperate fully and complete all required follow up activities to include written reports when Prison Rape Elimination Act (PREA) related incidents are identified. Forward all documentation to appropriate staff and administration.
13. Assist the Inmate Services Supervisor, Deputy Warden and other administrative staff in the management of Inmate Services staff to include: providing feedback for annual reviews, reviewing time and attendance, input on disciplinary issue, etc.
14. Follow all prison safety and security procedures. Maintain institutional security and rehabilitative standards through classification guidelines.
15. Perform intake evaluations using established format and forward information concerning mental health, medical, drug & alcohol, education or security issues to appropriate departments.
16. Provide instruction to staff on programming related to treatment and/or re entry to increase inmate’s success when returning to the community.
17. Review and maintain accurate files of inmate behavioral history, update inmate behavioral, disciplinary, and program records using in-house computerized inmate management system.
OTHER SPECIFIC TASKS OR DUTIES
1. Extensive interaction with inmate population required.
2. Assist other departments by supervising/coordinating additional programs as needed.
3. Attend all mandatory training (CPR, Suicide Prevention, etc.)
4. Perform other duties as assigned by the supervisor. The percentage of time spent on essential duties will vary as the needs of the job require.
5. Must be able to escort inmates to all areas of the prison when required.
6. Generate comprehensive reports as required.
MINIMUM QUALIFICATIONS
1. A master’s degree desired in Criminology, Criminal Justice, Sociology, Social Welfare, Psychology, Human Services or other discipline along with 5 years of progressively relevant professional experience needed to perform essential functions of this job. Preferred background focused on team building, program development and the implementation of high value products and services. OR.
2. A bachelor’s degree in Criminology, Criminal Justice, Sociology, Social Welfare, Psychology, Human Services or other discipline along with 7 years of progressively relevant professional experience needed to perform essential functions of this job including supervisory experience is preferred. Background focused on team building, program development and the implementation of high value products and services.
KNOWLEDGE, SKILLS, AND ABILITIES
1. Ability to work effectively under pressures of deadlines and reoccurring changes of the job.
2. Ability to understand, administer and evaluate assessments that measure an offender's criminogenic need, such as the Level of Service/Case Management Inventory (LS/CMI).
3. Extensive knowledge of community resources to include housing, Drug & alcohol, employment & training, food, clothing, and other services related to an inmate’s reentry needs.
4. Ability to use case management/counseling techniques to assist inmates with problem resolution.
5. Does not pose a direct threat to the health and safety of the individual or others in the workplace.
6. Ability to work with minimum supervision.

9. Ability to quickly learn and adapt to new skills, policies, programs etc., as required.
10. Other qualifications to the above that may be found acceptable and appropriate.
11. Proficiency with the use of a variety of computer software to include but not limited to; Unified Case Management (UCM) system, and Microsoft Office to complete required daily responsibilities.
12. Must possess the ability to communicate effectively in both verbally and written form.
13. Possess the ability to develop relationships with a diverse population including, the inmate population, prison staff, the courts and partnering agencies.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
1. Must be able to sit for long periods throughout the day, with intermittent periods of standing, walking, bending, twisting and reaching as necessary to carry out job duties, throughout a correctional high-rise facility.
2. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; and torso as necessary to carry out job duties.
3. Medium work with occasional lifting/carrying of objects with a maximum weight of 25 pounds.
4. Must be able to cope with the physical, mental and emotional stress of the job.
5. Must be able to pay close attention to details and concentrate on work.
6. Maintain emotional stability during stressful situations.
7. Work is primarily sedentary in nature, but inmate escorting is necessary.
8. Must be able to work in an environment that is not climate controlled.
9. Must be comfortable working with a diverse inmate population.
