PURPOSE OF CLASSIFICATION

The purpose of this classification is to identify operations/hazards posing risk of financial loss to the County and to work to mitigate, eliminate, or contractually transfer such risks through risk management efforts such as insurance policies, safety training, accident investigation, claims management, and injury management.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Interprets, applies, and ensures County compliance with all applicable laws, rules, regulations, standards, policies and procedures ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations.

Consults with Risk Manager, County Administrator, or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.

Identifies and evaluates County assets and risk exposure recommends actions for reducing frequency and severity of injuries, losses, and workplace hazards.

Assist Risk Manager with County insurance coverage markets, negotiates, and secures insurance products; reviews insurance certificates; prepares recommendations and conducts negotiations for annual renewals of employee medical insurance and other benefit program insurance plans; reviews contracts and vendor service agreement to verify compliance with insurance issues/coverage; prepares and maintains insurance records.

Investigates and documents accidents and injuries: reviews accident reports, medical provider invoices/statements, diagnostic evaluations, and patient records; prepares injury reports and accident/investigation records; processes claim for loss recovery; follows up on status of claims to ensure timely resolution.

Assist Risk Manager in administering worker’s compensation program and injury management process ensures proper reporting of work-related injuries; acts as liaison with medical provider community to in matters involving worker’s compensation program and employee care; coordinates processing of claims; monitors status of injured employees and coordinates return to work.

Coordinates departmental safety training provides information, assistance, training, and materials to County departments to assist with safety training activities.

Coordinates resolution of liability claims with attorneys and insurance claims staff.

Represents the County at worker’s compensation hearings, depositions, and court proceedings as needed.

Compiles or monitors administrative and/or statistical data pertaining to risk management activities captures loss data to create loss trend projections and identify areas needing training efforts; analyzes data and identifies trends; conducts cost/benefit analyses; summarizes data and prepares reports.

Assist Risk Manager with the development and implementation of the budget for area of assignment develops cost projections; monitors expenditures to ensure compliance with approved budget.

Prepares or completes various forms, reports, correspondence, logs, budget documents, injury reports, accident/investigation records, claim forms, claim history reports, hazard identification forms, insurance applications, property schedules, equipment/vehicle schedules, or other documents.

Receives and reviews various forms, reports, correspondence, budget reports, accident reports, invoices/statements, diagnostic evaluations, patient records, contracts, insurance certificates, repair estimates, training materials, laws, regulations, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a motor vehicle, personal computer, general office equipment, camera, recorder, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e‑mail, Internet, or other computer programs.

Communicates with Risk Manager, County officials, employees, other departments, attorneys, law enforcement personnel, court personnel, medical providers, insurance carriers, claims representatives, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Attends meetings, serves on committees, and makes presentations as needed.

Maintains a comprehensive, current knowledge of applicable laws/regulations maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Provides assistance to injured workers, which may include rescheduling medical appointments, transporting employees to/from medical facilities, or picking up and delivering prescription medication.

Performs general/clerical tasks, which may include answering telephone calls, entering data into computer, making copies, sending/receiving faxes, filing documentation, processing incoming/outgoing mail, or making photographic records.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Associate’s degree or at least 2 years’ experience with course work emphasis in safety/risk management, insurance administration, finance, and business management. Supplemented by two (2) years previous experience and/or training involving safety, risk management, insurance administration, worker’s compensation, and personal computer operations; Must possess and maintain a valid driver’s license.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, humidity, rain, temperature extremes, machinery, traffic hazards, bright/dim light, disease, or pathogenic substances.
