Job Summary:

Aptive is currently looking for a Scrum of Scrum Master to support a large federal government project. In this role, you will leverage your expertise to lead Agile practices for multiple teams, assist with managing and prioritizing work through the backlog, creatively solve problems to accomplish outcomes, track team output and achievement, and identify continuous process improvement opportunities. The selected candidate will support digital transformation within the Department of Veterans Affairs (VA). This individual will work with the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Software Product Management (SPM), Corporate Portfolio, is to provide high quality IT products and services to those responsible for commissioning care and benefits to veterans, families, and their beneficiaries. Corporate Portfolio is comprised of disparate product lines that manage the innerworkings of VA enterprise functions that include Human Capital Management, Financial Management, Acquisition Management, Congressional Affairs, General Counsel, and Supply Chain Services.

Human Capital Management Product Line (HCM) provides IT product support and services to VA Office of Human Resources and Administration Operations, Security, and Preparedness (HRA OSP). HRA OSP is charged with ensuring an employee-centric experience through work, people, places, well-being, organization, and technology. These interconnected attributes facilitate the employee lifecycle from beginning to the end of a career. HCM enables technological solutions that allow VA employees to focus on their jobs providing benefits and health care services to the veterans and their families.

This is a contingent position.
Primary Responsibilities:
  • Focus on progress and impediment backlogs visible to other teams, facilitating prioritization or removal of impediments and continuously improving the effectiveness of the Scrum of Scrums.
  • Lead and facilitate scrum meetings and eliminate blockers (PI Planning, Retrospectives, Daily Stand-ups, Demos, etc.).
  • Lead and build relationships to encourage collaboration, transparency, and innovation. across a highly cross-functional Agile software development team supporting CI/CD.
  • Promote Agile quality practices, coordinate across organizations, and serve as a resource to answer questions.
  • Advise government personnel on improvements to the standardization of processes.
  • Work directly with senior-level client leadership teams in client-delivery engagements
Minimum Qualifications:
  • Bachelor's degree in Engineering, Computer Science, Systems, Business, or related scientific /technical discipline is required.
  • A minimum of 5 years of experience is required.
  • Experience in leading an Agile development team with automating application deployments, scaling, and management.
  • Proven experience with large-scale software development, data management, and software integration projects.
  • Experience facilitating briefings to senior leadership and the strong ability to capture actions resulting from meetings and requests.
  • Experience with Scaled Agile Framework (SAFe®) and Kanban agile methods is highly desired.
  • Ability to obtain a Government clearance
Desired Qualifications:
  • Skills in providing technical guidance to the project team in performance of the work and reviews the quality of all work products.
  • Ability to maintain and manage the client interface at the Contracting Officer Representative (COR) levels.
  • Ability to get up to speed quickly on complex issues.
  • Desire to work in a fast-paced, rapidly evolving environment.
  • Excellent ability to communicate (written and verbally) across most mediums and settings.
  • Ability to manage, lead and motivate a small team of professional staff.
  • Outstanding written and verbal communications skills.
  • SAFe Certified Scrum Master is a plus
