Parsons seeks a Project Manager to both lead and support a team of professionals working towards the completion of a major campus construction project. This individual will support a wide range of planning, programming and Federal funding efforts as well as the entire lifecycle of acquisition, design, construction, commissioning, fit-up, tenant occupancy and ownership related assignments. The successful candidate should have knowledge of US Army Corps of Engineers processes and be able to assist in analysis of technical issues, review of project documents and plans, development and analysis of facility requirements, development of white papers, development of pros and cons with defensible recommendations, and review of project schedules. The selected individual provides expertise in the engineering, performance, and risk assessment relating to construction program management activities, assisting the client in the overall planning, creation, execution, documentation, testing, integration, and oversight of facility delivery activities.

Responsibilities include, but are not limited to:

  • Working full time within a program management office with the client with no telework options.
  • Independently reviewing and/or supervising the review of, highly complex, unique designs and systems.
  • Comfortably serving as a senior-level consultant within area of expertise with client leadership.
  • Creating enhanced solutions to meet client and/or regulatory requirements and actively seeking improvements to work processes.
  • Possessing the ability to effectively communicate various topics to diverse audiences – both in writing and in person.
  • Being able to create graphic presentations that distill complex issues into definable solutions and discrete decision points.
  • Reviewing and understanding design and construction plans, reports, requests for information, product submittals and schedules.
  • Managing and de-conflicting multiple concurrently competing priorities.
  • Researching, analyzing, and organizing metrics and statistics and other data points for specific applications to speed client understanding.
  • As needed, performing in a technical leadership role, providing direction to others in the production of products or services to ensure that they meet established project/contract requirements.
  • Performing other responsibilities associated with this position as may be appropriate.
  • Providing monthly status reports and clearly communicating program successes and issues to reflect performance as compared to the program's baseline and performance standards.
  • Ensuring the optimum mix of cost, schedule, performance, and system supportability throughout capital improvement life cycle (acquisition, design, construction, commissioning, facility delivery and transition to client occupancy and ownership).
  • Representing the program and the client in interactions with a variety of stakeholders and being comfortable engaging with the public, government Senior Executive Service (SES), military leadership and elected officials, as required.
  • Participating in business development activities, including proposal preparation and formal client presentations.
  • Recognizing the importance of customer satisfaction as a means of fostering future business development. Actively pursues leads for future business, and develops client contacts to encourage future business.
  • Keeping abreast of industry changes related to area of expertise.
  • Participating in one or more professional organizations.

Qualifications:

  • TS/SCI w. Polygraph clearance REQUIRED
  • Bachelor's Degree in Architecture, Engineering and/or Construction Management (or equivalent experience) and typically 15+ years of relevant experience.
  • Proficiency in utilizing PC and various software applications related to field of expertise is required. Also requires expert knowledge of standard practices within field of expertise, as well as applicable codes and regulations. Must be highly proficient in use of communication technology and automation in order to achieve the highest level of productivity. Must demonstrate the ability to perform in a lead capacity, and possess the ability to communicate effectively, both orally and in writing, on technical and non-technical subjects.

Salary Range:

$121,900.00 - $219,400.00
