Position Summary
Under general supervision performs skilled activities that shall include operating and maintaining heavy equipment at solid waste management facilities. Incumbent will operate such equipment as Roll Off Trucks, Backhoes, Skid Steers, and similar equipment. Incumbent shall also complete routine equipment inspections, fueling and preventive maintenance requirements; This position will also require the knowledge of acceptable and non-acceptable waste types and familiarity with NC DEQ waste standards. This position will be working outdoors and may performing manual labor and ensuring safety procedures are followed at acceptance centers or landfill to process trash, wood and yard waste debris and recyclable materials.

Please Note: The location for this position will primarily be the Hickory Grove Recycling Center, 8007 Pence Road, Charlotte, NC 28215. However, the incumbent may be assigned to other sites based up on need.

Who Will I Be Working With
The incumbent will be working as part of a team with staff members in the Solid Waste Program at all other field-based sites in solid waste. The incumbent will work a non-typical business hour schedule that will include weekend work.

What Will I Be Doing?
This position is a mid-level position and will be part of a larger Maintenance and Operations workers team. The selected individual will work in all areas of site operation with a focus on customer service and grounds maintenance, this will include screening loads for proper acceptance and Household Hazardous Waste area. However other work in the Residential Recycling Area, and Yard Waste Areas may be required. Incumbents may spend part of the day operating both large and small equipment, such as backhoes, skid steers, front-end loaders, roll-off trucks, and other equipment. The incumbent will have significant interaction with the public who uses the County’s waste system. A high level of team skills and customer skills are integral to the job.

Essential Functions
  • Operate large heavy equipment in the collection and disposal of recyclables, garbage, trash, and/or refuse
  • Perform minor maintenance and related care of heavy equipment used in daily refuse processing
  • Keep work area clean and free of debris to prevent damage to incoming vehicles
  • Assist with directing customers at solid waste centers or landfill
  • Assist with cleaning and maintenance of trucks and tools
  • Engage in safe working practices and complies with safety programs and guidelines
  • Prepare daily Pre/Post trip inspections, fill out daily fuel logs
  • May provide direction to temporary labor or community service workers engaged in general grounds keeping such as picking up trash and debris
  • Report and monitor unsafe working conditions
  • Monitor the safety of co-workers
  • Perform vehicle load inspections and monitors incoming loads for unacceptable materials

Minimum Qualifications
Experience: Minimum of four years of directly related experience
Education:
High School Diploma or equivalent
Combination of relevant education and relevant experience accepted?: Yes

Licenses and Certifications
  • Requires a valid North Carolina or South Carolina Driver’s License Commercial Driver's License (CDL)
  • Requires County Driving Privileges
  • Requires the ability to complete annual Household Hazardous Waste required training
  • Depending on the area of assignment, may require a Class A or B CDL with one or more of the following endorsements, H(Hazardous Materials), N(Tank Vehicle), P (Passenger Transport), S (School Bus/Passenger Transport), T (Double/Triples), or X (Tanker and hazardous Materials).
  • Depending upon area of assignment, may require a Waste Management Operators Certificate (Landfill) or Compost Facility Operators Certificate (Mulch Processing)

Preferred Qualifications
  • Experience working in the waste management field and be familiar with the nomenclature of terms, job hazards, and standard limitations of material acceptance.

Knowledge, Skills and Abilities
Knowledge of
  • Medium duty equipment used in maintenance, transportation, and construction
  • Occupational hazards and necessary safety precautions applicable to safe operation of this equipment
  • Basic tools used in maintenance and construction work
  • Customer service methodology, and communication with customers using disposal facilities
  • Basic awareness of Americans with Disabilities Act
  • Lock out tag out procedures
  • Safe work practices and hazards associated with work in an industrial job situations
  • Use of the tools, equipment, supplies, and methods used in the maintenance activities

Skills
  • Basic computer knowledge. MSWord, Excel, Outlook, Smart Phones, etc.
  • Ability to fill out daily forms in a paper format or electronic format for Fuel, and other required forms
  • Operating and repairing Class 8 trucks, heavy equipment, and similar equipment
  • Performing manual labor, sometimes in adverse weather conditions

  • Basic understanding of applicable computer programs, use of two-way radios, smart phones and tablets used in vehicle routing.
