Essential Duties and Responsibilities
-
Plans, organizes, evaluates and manages the work of the Consumer Lending division, which includes Credit Analysis, Lending Services and Lending Support, utilizes resources effectively and implements plans, programs and work processes and procedures necessary to achieve designated results; coordinates and integrates functions within the division and across the Credit Union.

Responsible for the data gather, review, response and rebuttal for all internal and external lending audits or exams, including but not limited to, NCUA, Moss Adams, Federal Home Loan Bank, HMDA, Fair Lending and Compliance.

Responsible for the credit union's credit reporting to the four National Credit Reporting Agencies, Collateral Protection Insurance monitoring and placement for collateralized loans, business unit compliance efforts, to include HMDA accuracy and reporting for Home Equity Lines of Credit, Guaranteed Asset Protection and Mechanical Breakdown Policy management, consumer loan origination setup, including auto decision logic and all consumer loan testing, consumer loan examination, collateralized loan titles, and the creation of all consumer loan procedures.

Participates in the development and implementation of business plans and budgets for area of responsibility; reviews and recommends loan policy changes, including Consumer and Real Estate Loan Policy (CRELP) and the Fair and Accurate Credit Transactions (FACTA); ensures that written procedures are adequate and aligned with policies; leads and manages staff in the development of new products and services and delivery of products and services.

Provides leadership and works with managers to develop and retain highly competent in-person, hybrid and remote member service oriented staff through training and day-to-day management practices that support the Credit Union’s mission, strategic goals and Integrated Plan.

Establishes performance requirements and objectives for staff; monitors and evaluates their performance; provides coaching, development opportunities and accountability, and finds ways to recognize performance; addresses performance deficiencies and takes disciplinary action on a timely basis if warranted, in accordance with Credit Union’s policies and procedures.

Under lending authority granted by Consumer and Real Estate Loan Policy, holds Senior Assistant Vice President Consumer Lending (SAVP) authority, approves lending authority for Loan Officers and Administrative Loan Officers, and analyzes loan applications for creditworthiness to include all new loan requests, line increases and loan workouts.

Responsible to resolve member disputes, complaints and appeals escalated beyond the department management level; this includes the review and response for all complaints submitted through the Member Comments process.

Responsible for the pre-approval and pre-qualification loan programs, to include all Fair Credit Reporting Act (FCRA) firm offer of credit requirements.

Responsible for the administration of the Credit Union's Skip-a-Pay and MyFICO member programs.

Responsible for the monitoring and control of the Consumer Lending Division Compliance efforts, including daily monitoring for compliance and controlling risk of non-compliance. Responsibilities include compliance oversight for Consumer Lending and ancillary product sales. Including, but not limited to; Consumer Lending Division policies, procedures, processes, workflows, training and reporting, including to Senior Executive Staff.

Responsible for the Credit Union's Compliance as it relates to Consumer Lending, including, but not limited to; Fair Credit Reporting Act (FCRA) Section 604 [15 U.S.C 1681b], FCRA Section 615(d) [1681m], FCRA Section 605A [15 U.S.C. 1681c-1] and 605B [15 U.S.C. 1681c-2], FCRA Section 623 [15 U.S.C. 1681s-2], Equal Credit Opportunity Act (Regulation B) Section 202.6; 202.9(a)(2) & 202.14, Home Mortgage Disclosure Action (Regulation C), Home Ownership and Equity Protection Action of 1994 (HOEPA), Fair and Accurate Transactions Act Section 1681b, and Numerous state specific laws, e.g., California's Fair Credit Reporting Action (CA Civil Code 1785.13.6), New York's Fair Credit Reporting Action Article 25 Section 380-j; Vermont Fair Credit Reporting 2480e Consumer Consent

Participates as a Member of the Consumer Loan Committee.

Finds ways to continually improve the efficiency of division processes to provide the best service to our members, including the member loan application experience.

Maintains current knowledge of and ensures compliance with regulatory requirements and Credit Union policies and procedures; ensures that uniform operating procedures are developed based on the level of risk for all areas of responsibility.

Develops teamwork and collaborative relationships within the organization.

Promotes the Credit Union by participating in community involvement and special events.

Education Requirements

Required - 4 Year / Bachelors Degree - Business or Finance related discipline.
Experience Requirements

Required - 5 Years progressively responsible Consumer Lending experience.

Required - 3 Years Management experience.
