Job Description:
Reporting to the Senior Director of Facilities Management within the Division of Finance and Administration, the Senior Manager of Transportation and Parking Services is responsible for the planning, organization, and management of the overall operations and administrative support functions of the Commuter Services and Parking department.
In this leadership role, the Senior Manager of Transportation and Parking Services provides extensive strategic direction and hands-on leadership in all aspects of the department. Primarily responsible for providing innovative ideas and leadership in customer service through promoting and marketing activities, analysis, evaluation and development of multiple service access points for students, faculty, and staff. Ensures accountability for driver safety, continual training, budget, administration of new and existing equipment, and compliance with State and Federal laws regarding vehicle maintenance.
Position Monthly Range: $5,283.34 - $6,866.67
Hiring salary can be above the posted pay range if candidate's qualifications are determined to be above the minimum requirements of the position description.
Duties and Responsibilities:
- Leads continual improvement efforts and implement innovations in mobility, transportation offerings, and parking services for the university.
- Educates faculty, staff, and students on the use of public transit and alternative commuting options to access university campuses and nearby points of interest within our community through awareness and education programs. Maintain internal and external departmental communications updates, including websites and social media accounts.
- Promotes the availability and benefits of commuter options such as local and regional public transit. Serve as a liaison between the university and state, city, municipal, and other government transit entities.
- Performs all aspects of parking and transportation programs in a timely manner with a high level of quality customer service. Reviews, researches, develops revisions to the university's permit registration, citation appeals, and enforcement procedures. Updates and communicates rules and regulations for parking and shuttle transportation programs. Creates reports for the Senior Director of Facilities Management and university Vice-Presidents.
- Conducts utilization studies of parking using University sanctioned data collection forms, selecting areas of study, collects data and performs necessary analysis to determine peak and average usage times. Is responsible for the oversight of the university's shuttle program and coordinating development of new public transportation alternatives for students, faculty, and staff.
- Ensures the university complies with South Coast Air Quality Management District (SCAQMD) and CHP rules and regulations.
- Serves as chair of the Parking Advisory Committee and subsequent subcommittees. Discharges duties such as ensuring renewed annual membership and preserving meeting documentation.
- Directs and supervises the scheduling of labor and equipment to ensure the most economical utilization of resources based on service parameters. Manages university vehicle fleet maintenance and use guidelines. Communicates vehicle needs to the Senior Director of Facilities.
- Directs transportation team members to achieve objectives, develop and maintain a productive staff by hiring, training and performance management. Ensures employees receive necessary professional development including training on new systems, safety practices, and corresponding skills.
- Facilitates a culture of continuous improvement, inclusion and equity. Ensures that departmental programs align with the university's strategic plan with focus on supporting student achievement.
- Works with the university's divisions and departments as clients and ensures satisfaction including proactive problem resolution and proposing new service options that meet the needs of students.
- Works with Emergency Management and Environmental Safety to ensure adherence to DOT and OSHA regulations and appropriate response during emergency management events.
Other Duties and Responsibilities:
- Actively participates on various committees as assigned by the Senior Director of Facilities Management.
- Travels between both campuses administering both offices.
- Performs other duties, as assigned.
Requirements:
Knowledge:
- Strong working knowledge of parking and transportation management that meets the needs of a diverse educational community.
- Ability to create and establish policies, procedures and practices that support the provision of remarkable service.
- Intermediate to advanced working knowledge of computers, as well as word-processing, spreadsheet, database and/or other software applications used by the department (e.g., Microsoft Office Suite, including MS Project, Point, and Publisher), and internet research skills.
- Sufficient knowledge of basic supervisory principles and bookkeeping principles.
Abilities and Skills:
- Ability to organize effectively, prioritize and handle multiple tasks to meet established deadlines. Initiative, sound judgment and decision-making.
- Analytical, detail-oriented, and accurate.
- Excellent interpersonal skills to build rapport and maintain positive and effective working relationships with all levels of management, faculty and staff, as well as a variety of external contacts.
- Understanding of sensitivity and respect for, the diverse academic, socioeconomic, cultural, ethnic background of the University's students.
- Strong computer, customer service, oral/written communication, basic mathematics, bookkeeping and project coordination skills.
- Considerable program implementation experience.
Education:
- Bachelor's degree preferred.
Experience:
Minimum of four to seven years of transportation experience at the manager level with people of diverse backgrounds and cultures.
Prior project management experience from inception to execution for transportation and commuter initiatives is highly preferred.
Sufficient demonstrated department leadership experience.
Prior work in a higher education setting is preferred.
