TALENT ACQUISITION MANAGER
Salary Range: $75,960 - $84,400 annually

POSITION OVERVIEW*

The Talent Acquisition Manager is responsible for the development and implementation of a sustainable full employee lifecycle at HomeRise; recruit, screen, recommend placement, new hire orientation, onboard and assist in the development of organizations human capital. We are looking for an HR professional with Marketing and Branding experience to move the organization forward as a preferred employer in San Francisco. The qualified candidate will be tasked to determine HR Metrics and KPIs for us with regards to recruiting and retention. You will assess the current staffing needs and develop forecasting strategies for organizational growth. The successful candidate will also be the internal and external point of contact for the organization regarding hiring needs and open positions. Encourage and mentor current and new employees to be “brand” ambassadors for HomeRise. An understanding of Permanent Supportive Housing, Workforce Development and Social Enterprise is strongly preferred.

ESSENTIAL FUNCTIONS*

  • Partners with hiring managers to determine staffing needs and remain responsive throughout the recruiting process.
  • Review and revamp current hiring process and suggest measures for improving employee experience, this will include writing interview questions tailored to specific needs of varying departmental vacancies.
  • Manages all external job boards and listings including ones pursuant to grant contracts for city and county of San Francisco.
  • Have working knowledge of hiring through the lens of Diversity, Equity and Inclusion when promoting or advertising HomRise to potential candidates.
  • Manages internal transfer/hiring process including screening, coordination of interview with hiring manager, offer letter, etc.
  • Coordinates with other members of HR and Hiring Managers to ensure smooth flow of required documentation and information about staffing changes.
  • Screens resumes, interviews candidates (by phone or in person), administers appropriate assessments, performs reference/background checks, makes recommendations to hire (or not hire), and delivers employment offers for both exempt and non-exempt position openings within the agency.
  • Uses traditional and non-traditional resources to identify and attract quality candidates, including career fairs, on-line job fairs, community networking, etc.
  • Develops advertising programs in order to ensure high visibility with potential candidates.
  • Ensures new job postings, new hire, transfers, promotions and salary offers follow the guidelines agreed to in the Collective Bargaining Agreement and Salary Administration Plan as applicable.
  • Communicates important employment information during the offer of employment and during the on-boarding on new hires (i.e. benefits, compensation, training, policies and procedures).
  • Identify and develop new training(s) based on organizational needs, newly enacted laws or requirements from funders or government agencies.
  • Manages current candidate activity in the Applicant Tracking System (ATS) and manages application/resume files in accordance with company policy.
  • Manages LMS software Yardi – Aspire/Online University.
  • Serves on special projects as assigned.

POSITION DETAIL*

  • Location: 251 Post Street, Suite 200 | San Francisco, CA 94108
  • Status: Full-Time / Exempt
  • Schedule: Generally, Monday through Friday, 9 AM - 5 PM
  • Reports to: Director of Human Resources

QUALIFICATIONS

  • Bachelor’s degree in Human Resources and/or equivalent experience.
  • 2+ years of full-cycle recruiting and talent acquisition experience, preferably in the non-profit and/or supportive housing environment.
  • 2 + years of talent development and/or training, onboarding required.
  • In-depth knowledge of recruitment marketing and employer branding techniques and current market trends.
  • Familiar with Paycom HRIS and Applicant Tracking System is preferred.
  • Current working knowledge of employment law and regulations including FMLA, ADA, FLSA, EEO/AAP, Workers Compensation, unemployment and labor relations.
  • Excellent skills in time management and presentations (one-on-one and in groups).
  • High level of discretion.
  • Excellent interpersonal and communication skills with the ability to support a diverse range of internal clients in a fast-paced, collaborative setting.
  • Sensitivity to the experience of HomeRise’s clients and direct-service staff.
  • Demonstrated experience working in human resources within a unionized workplace preferred.
  • Excellent computer skills, including word processing, spreadsheets, and databases.
