The Texas Health and Human Services Commission Community Services Division seeks a highly qualified candidate to fill the position of Office of Area Agencies on Aging (OAAA) Program Supervisor (Program Supervisor VII). This position reports directly to the OAAA director and leads a team specializing in program policy and grants to support Texas' 28 AAAs.

As a lead staff member, the OAAA Program Supervisor oversees and manages daily operations and activities of the OAAA Program and Policy team. This work involves establishing program goals and objectives; serving as a primary liaison to internal and external stakeholders to ensure appropriate coordination and collaboration efforts; providing program management decisions impacting service delivery design, service providers, and clients; developing and implementing program guidelines, procedures, policies, rules, and regulations; and overseeing the work of staff who manage the program’s grant funding and other programmatic activities, including ensuring compliance with grant budgets, deliverables, and requirements and developing program plans and guidance.

Essential Job Functions:
Supervises the work of OAAA program policy and grants staff, including setting goals and objectives, making assignments, approving schedules, providing direction, and reviewing and approving work products. Effectively selects, manages, and develops staff to achieve program goals and objectives. Prioritizes, assigns, tracks, monitors, and reports on program projects, initiatives, and deliverables. Prepares and approves high-quality letters, memoranda, analyses, reports, presentations, and other documents. Completes all necessary human-resources-related management activities for direct reports. (40%)

Reviews and evaluates the impact of proposed federal and state laws on program objectives. Develops program policies and rules. Oversees the development and monitoring of the State Plan on Aging. Supports staff reviews and approvals of area plans, area plan amendments, progress reports and updates, and other reporting required of AAAs. Assists in the development of grant applications, budgets, and reports. Evaluates the effectiveness of program and grant activities and initiates activities to make appropriate adjustments. (20%)

Monitors and ensures compliance with program and grant guidelines, procedures, and policies. Provides consultative and high-level technical assistance to AAA contractors to ensure compliance with program policy and grant requirements. Advises on the interpretation, application, and modification of policies and procedures related to the program. (15%)

Identifies opportunities to strengthen services and programs and participates in planning, developing, implementing, and coordinating program improvement projects or initiatives and other special projects for the AAA program. Develops work plans, monitors and reports on progress, and communicates with program staff, stakeholders, agency management, and others. (10%)

Responds to legislative and executive requests for program information, reports, memos, records, or other agency or program information. Collaborates with other organizational areas, participates in workgroups, and represents the AAA program as requested. (10%)

Performs other duties as assigned. (5%)



Knowledge Skills Abilities:
Knowledge of the Older Americans Act and other long-term services and supports programs.

Knowledge of the Texas legislative process, rulemaking process, and general state government practices and procedures.

Initial Selection Criteria:
Graduation from an accredited four-year college or university is preferred. Four years of relevant work experience may be substituted for education.

Four years of full-time, professional work experience in the health and human services field.

Three years of experience supervising professional-level staff.

Two years of experience in policy development and/or grant management.

Experience with the Older Americans Act preferred.


Additional Information:
This position will have the opportunity to telework within the state of Texas. The selected candidate for this position may be required to travel to Austin for in-person meetings.
