Reports to the Executive Director, Facilities, Construction, Properties. Responsible for planning, organizing, directing and controlling the activities of Facilities Management and Engineering, Facility Space and Strategic Planning, Energy Management, and internal campus renewal projects to ensure the safe and efficient operation of the Hospital. Directs staff through engineering manager/supervisors in accordance with policies, procedures, standards, and practices set by Elkhart General Hospital, the State Department of Public Health, the Joint Commission, and other community and governmental agencies. Develops and implements short and long term goals and objectives for the department. Develops and monitors an annual operating budget and infrastructure budget. Ensures preparation of various statistical and operating reports. Collaborates directly with the Construction department, Infection Prevention, Environmental Services, and Risk Management.**

Administers engineering/technical services of Facilities Management & Engineering, Facility Space & Strategic Planning, Energy Management, and internal Hospital construction/remodeling projects by:

  • Evaluating, developing, and implementing short- and long-term goals and objectives, departmental policies and procedures, and standards of work performance for 24 hour coverage, maintenance and repair of equipment, buildings and building systems, including boilers and other equipment that provide air conditioning, heating, steam, hot water, electricity, sanitation, medical gases, fire protection, sterilization, laundry and dietary services through effective utilization of personnel and materials. Conducting an annual assessment of facilities and developing annual facilities project list to identify needed improvement and repairs.
  • Developing an annual operating budget to include personnel, equipment, materials, and supply needs, monitoring budget after approval to ensure department operates within allocated funds, and developing remodeling budgets in concert with and for the approval of administrators.
  • Directing and managing staff which involves direct and indirect responsibilities for interviewing, selection, orientation, performance evaluations, and initiating personnel actions such as promotions, transfers, disciplinary action and terminations. Providing in-service and continuing education for department staff. Planning, developing, and participating in a continual departmental training and orientation program in the repair and maintenance of all equipment, including medical equipment, evaluating the effectiveness of the programs, and adjusting and modifying course content as necessary.
  • Ensuring that Plant Engineering management develop, implement, and direct a preventive and corrective maintenance program to ensure efficient and uninterrupted operation of the entire physical plant and all related operating equipment within the facility and planning and coordinating repair, recommendation to replace and/or provide additions to equipment or physical structures as needed.
  • Providing for the inventory and storage of materials, parts, and equipment, providing for material issuance, and requisitioning and maintaining adequate supply levels.
  • Selecting all maintenance service contractors and coordinating with central construction, insuring that contractual provisions and Hospital policy and government regulations and codes are met. Reviewing billing from contractors for accuracy.
  • Providing input and guidance related to mechanic, electrical, plumbing and architectural blueprints and specifications for new construction.
  • Participating as an active member of the Executive Team related to major construction.
  • Reviewing and authorizing all Capital Requests ensuring infrastructure compatibility, and that funding sources have been identifie d.
  • Coordinating departmental activities and responsibilities with other hospital departments and medical staff, representing department at administrative meetings, and serving as a consultant to other departments and facilities.
  • Maintaining departmental compliance with all regulatory/accreditation requirements. Developing and implementing policies and procedures that direct and support the provision of service within regulatory guidelines.
  • Ensuring the preparation and presentation of various statistical and operating reports, audits, etc., maintenance of department staff personnel files and records, and supervising the maintenance of complete and accurate records of time charges. Establishing current files of as-built, schematic and engineering drawings of plant facilities and equipment, including specifications, operation and maintenance manuals.
  • Serving as Facility Management Representative on key committees such as Safety Committee, Emergency Preparedness and others as needed.
  • Coordinates compliance for the Environment of Care and Life Safety Chapters of the Joint Commission.
  • Acts as the Hospital Safety Officer.

Performs other functions to maintain personal competence and contribute to the overall effectiveness of the department by:

  • Completing other job related assignments and special projects as directed.

  • Maintains license/certification, registration in good standing throughout fiscal year.

  • Adheres to regulatory agency requirements, survey process and compliance.
  • Available to work overtime in addition to working additional or other shifts and schedules when required.

  • Attends and participates in department meetings and is accountable for all information shared.
  • Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.

ORGANIZATIONAL RESPONSIBILITIES
Education and Experience
The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a Bachelor's degree in Mechanical, Electrical, or Civil Engineering, or related field or experience equivalent to a Bachelor’s degree. Licenses as appropriate are required. Professional engineering (PE) registration or Certified Healthcare Facility Manager (CHFM) is preferred. A minimum of five to seven years of progressively responsible experience in facilities management and engineering, including three years management experience in a hospital or health care environment is required.
Knowledge & Skills

  • Demonstrates advanced knowledge of standard operating procedures for facilities management and plant engineering, budget development and control, personnel management, work standards for skilled personnel, and material and equipment suppliers. 2. Demonstrates comprehensive knowledge of federal, state, and local standards and building codes and requirements of regulatory and accreditation agencies, as stipulated by NEC, EPA, NFPA, Joint Commission, OSHA, FGI Guidelines etc.
  • Demonstrates the analytical skills necessary to evaluate, approve, or recommend proposed changes in policy, procedures, equipment or staffing levels, as well as forecast departmental needs.
  • Demonstrates the administrative and management skills necessary to organize and direct a comprehensive engineering department and the staff involved.
  • Demonstrates the interpersonal and communication skills (both verbal and written) necessary to interact effectively with people in a variety of situations, including negotiating, persuading, and/or advising on hospital engineering needs and projects.
  • Demonstrates the ability to communicate effectively (both verbal and written) with hospital staff, contractors, consultants, public and government officials, and subordinate staff. Demonstrates ability to serve as a consultant for Beacon Health Properties, etc.

Working Conditions

  • Works in an office environment for a majority of the time.
  • May review interior and exterior work locations that involve hazardous environments requiring protective equipment that conforms to OSHA regulations and some physical discomfort due to temperatures, dust and noise.

Physical Demands

  • Requires the physical ability and stamina to perform the essential functions of the position.

Job Type: Full-time

Pay: $90,000.00 - $140,000.00 per year
