The Work You Will Do:


  • Organization: Deep Water Horizon Program, within the Division of Water Restoration Assistance

Supervise staff who are responsible for developing and implementing policies for the administration and management of Deepwater Horizon oil spill programs. This includes personnel and payroll tasks.

  • This position is located at 3900 Commonwealth Blvd, Tallahassee, Florida.

Pay:

$55,590.25 (commensurate with experience)


Your Specific Responsibilities:

Position is responsible for developing and implementing policies and programs for the administration and management of Deepwater Horizon oil spill programs in the State of Florida. This position works with the Governor’s appointed representative to the Gulf Coast Ecosystem Restoration Council (RESTORE Council) and Natural Resource Damage Assessment Trustee to fulfill Florida's legal obligations and efforts to restore the Gulf of Mexico and associated watersheds. This includes evaluating and developing Florida projects for potential funding through civil, administrative, and natural resource damage claims associated with the Deepwater Horizon oil spill.


Position acts as liaison for the Department at all levels of state, federal, local governments, stakeholder groups and other interested parties on Deepwater Horizon restoration efforts. Appropriately represents the Department before the RESTORE Council. This position is responsible for project and grant management of federal awards and related subrecipient grants associated with Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act (RESTORE) funding. Furthermore, this position is responsible for ensuring the completion of all applicable environmental compliance consultations with the appropriate federal agencies.


The position is responsible for directing and supervising Program staff.

Required Knowledge, Skills, and Abilities:

  • Skilled in operation of a computer and word processing programs;
  • Knowledge of the State’s programs, implementing laws and regulations associated with environmental restoration;
  • Knowledge of the principles of ecosystem and natural resource restoration;
  • Ability to plan, organize, and coordinate work assignments;
  • Ability to effectively communicate (verbal and written) highly technical information;
  • Ability to work independently;
  • Ability to establish and maintain effective working relationships with others;
  • Ability to represent the Department in sensitive situations;
  • Knowledge of, and the ability to use, spreadsheets to compile and analyze data; and
  • Ability to operate a motorized vehicle and maintain a current valid driver’s license.

Minimum Qualifications:

  • A valid driver’s license.
  • Bachelor's degree or higher from an accredited college or university or four years of relevant work experience.

Preferred Qualifications:

  • Preference will also be given to applicants with strong project and contract management experience.
  • Preference will be given to applicants who can demonstrate knowledge of water quality techniques associated with reducing excess nutrients and other pollutants.
  • Preference will be given to applicants who can demonstrate knowledge of Florida’s Gulf Coast watersheds and their associated environmental attributes and issues.
  • Preference will be given to applicants who can demonstrate knowledge of the Endangered Species Act, the Magnuson-Stevens Fishery Conservation and Management Act, the Marine Mammal Protection Act, the Migratory Bird Treaty Act, the Bald and Golden Eagle Protection Act, the National Historic Preservation Act, the Coastal Zone Management Act, and the Rivers and Harbors Act/Clean Water Act.
