Job Summary and Responsibilities/Duties

Serves as assistant to the Directors in matters of grants, governance, labor negotiations and other high level administrative issues. Under general supervision, provides a wide variety of administrative and staff support functions for the Head Start and Early Head Start programs. Develops and supports community partnerships and parent engagement. Promotes involvement, engagement and leadership among parents and staff. Oversees projects as assigned. Compiles and analyzes data, prepares reports and recommendations. Serves as a lead position over other support staff. This position works a 0.98 FTE.

Position Specific Duties


  • Assists Head Start Directors with grant proposals, works with funders and generates reports and other administrative reports as needed.
  • Coordinates work with MHCC staff, Board and Policy Council ensuring compliance of Head Start regulations.
  • Coordinate the work of Policy Council, including supporting the executive leadership team, which include evening meetings and some travel.
  • Promotes leadership development in parents and staff, and assists them in achieving leadership goals.
  • Coordinates and manages daily calendars, phone calls and emails.
  • Facilitate internal communication by reading, researching, and routing correspondence; drafting letters and documents; collecting and analyzing information.
  • Provides administrative support to the management collective bargaining team in labor negotiations and contract maintenance.
  • Provides training and technical assistance to staff in the area of program governance.
  • Coordinates and ensures Policy Council, Board, and Annual reports and other required communications are complete.
  • Coordinates and oversees program activities including staff meetings and parent and community activities as it relates to Policy Council.
  • Maintains records in compliance with federal, state and program guidelines.
  • Coordinates, and assists in the development of projects in collaboration with community partners.
  • Serves in a leadership position within the Head Start program by collaborating with program managers to provide information and resources in order to ensure program operations run smoothly and efficiently.
  • Provides general customer service to parents, community members and staff.
  • Oversees special projects as assigned by the Admin Team.
General Duties
  • Reports suspected child abuse in accordance with Oregon Statute and Head Start procedures.
  • Attends training sessions and participates in training opportunities.
  • Works as a team with community agencies and staff in providing services to children and families.
  • Maintains the confidentiality of highly sensitive information.
  • Interacts with children, families and community members in a supportive and professional manner.
  • Performs all other duties as assigned.

Minimum and Desired Qualifications

Minimum Qualifications


  • Associate's degree in Administrative Support, Social Work or related field
  • Three years of administrative experience
  • Advanced Microsoft Office Skills, with an ability to become familiar with specific programs and software
  • Exceptional interpersonal skills
  • Experience working with diverse backgrounds of the College's community, students and employees; demonstrated commitment to promoting access and diversity
  • Current driver's license, insurance, and access to a reliable automobile during work hours

At the College's discretion, additional qualifying education/experience may substitute for education/experience, on a year for year basis

Desired Qualifications
  • Bachelor's degree in Administrative Support, Social Work, or related field
  • Bilingual skills: oral and written fluency in English with fluency also in Spanish, Russian or another language that meets community/department's needs
  • Previous experience in Head Start or Early Head Start

  • Must provide proof of full vaccination against COVID-19 OR have a medical or religious exemption approved by Mt. Hood Community College prior to the first day of work
  • Must be enrolled in the Oregon Criminal History Registry prior to beginning employment and enrollment must be maintained throughout employment
  • Post-offer fitness for duty evaluation, must be obtained within 30 days of hire date:
    • TB screening
    • Health appraisal
  • Food handler's card, must be obtained within 30 days of hire
  • Recognizing and Reporting Child Abuse & Neglect training must be completed within 60 days of hire date
  • Introduction to Child Health and Safety training must be completed within 30 days of hire date
  • Prevention is Better Than Treatment training must be completed within 30 days of hire date

Working Conditions and Important Information

Working Conditions
Works assigned schedule, and exhibits regular and predictable attendance. As necessary to meet workload demands, works outside of typical schedule, including evening/weekend hours. Work may require travel to off-campus locations. Work is sometimes performed in an emotional and stressful environment.
