Position Description
The Human Resource Specialist is responsible for performing full-cycle recruitment to help Citizens Bank administer our recruitment and onboarding processes across the Bank in an effective, accurate, and compliant manner. In doing so, this ensures the continued success of the Human Resource (HR) Department in providing outstanding customer service to our employees. This is an integral position within the Human Resources Department and will collaborate and communicate continually with the HR Manager and HR Generalist regarding recruitment and onboarding activities, as well as other HR projects.
Duties may include, but are not limited to:
Recruitment
- Create and maintain relationships with hiring managers prior to and during the recruitment process to ensure a consistent and positive recruitment experience.
- Conduct full life cycle recruitment for all Bank positions.
- Process requisition for position requests verifying they are complete and accurate, have obtained the appropriate approval, are logged, and filed appropriately, etc.
- Creating job announcements from job descriptions and specific requests from hiring manager.
- Creating new job posting in HRIS system accurately and efficiently. Cross posting job announcement with State of Oregon Employment Department, OBA, and others as requested.
- Screen each applicant’s application and resume based on job qualifications to determine which candidates meet the requirements. Update applicant statuses in HRIS to move through hiring or rejection processes.
- May be requested to conduct initial phone screening of applicants, to assist in the scheduling and coordinating interviews, provide interview support and guidance, or assist with coordinating offers on an as needed basis.
- Provide support to candidates and hiring managers who have questions or require assistance in completing tasks in the HRIS platform or with the recruitment process.
- Request credit and background check consent from final candidate(s) and order appropriate screening from appropriate vendors. Monitor system(s) for results and communicate with hiring manager and vendors as needed to ensure timely processing.
- Perform routine administrative transactions and manage candidate records through our HRIS System.
- Continually evaluate the efficiency and effectiveness of recruiting process and maintain all appropriate data in ADP and other dashboards as required.
- Develop and maintain relationships with high schools, technical schools, colleges, military and diversity hiring sources.
- Continually look for new trends in the recruiting industry that will assist in finding and attracting qualified candidates.
Onboarding
- Communicate and coordinate with hiring manager on final candidate selection and start date.
- Verify starting wage is approved and within appropriate wage range. Escalate to HR Manager as needed.
- Initiate onboarding of final candidate(s) from the HRIS Recruitment system.
- Assign the appropriate onboarding package and complete all employer responsible areas.
- Send final candidate(s) communication regarding the onboarding process.
- Verify candidate has completed their onboarding assignment prior to first day.
- May be requested to conduct onsite onboarding meetings with new employees. This includes completion of the I-9 verification process, review of employee benefits, and answering any questions. This requires travel and the use of own personal vehicle with mileage reimbursement.
- Finishing the onboarding process in the HRIS and create the new employee’s payroll file.
- Conduct administrative and clerical duties to file all recruitment and new hire documentation appropriately and securely.
- Assist the HR Generalist in the coordination and preparation of the New Hire Orientation.
General
- Assist with employee digital file creation and maintenance.
- Assist employees with general HR and Payroll questions and escalate as needed.
- Provide exceptional customer service to Citizens Bank employees, retirees, auditors, and vendors.
- Participate in Health Promotion activities or Administrative Support projects as requested.
- Continual communication and collaboration with the Human Resources Manager and Human Resources Generalist to ensure customer service, compliance, department efficiencies, project and assignment updates, accurate maintenance of the HRIS system and employee files, etc.
- Maintain and update the Bank phone list, officer list, language list, and notary list.
- Coordinate and administer the Bank’s anniversary recognition program with HR Manager oversight.
- Assist in annual HR department file retention and purge processes.
- Provide administrative support and recruitment reports as requested by HR Manager, HR Generalist, and Bank leadership and also assist with annual HR audits and year end activities.
- Assist HR Generalist with administrative support for the Citizens Bank benefit programs as needed.
- Assist the HR Manager and HR Generalist with annual Open Enrollment activities.
- Adapts to changes in work assignments and environment, is willing to assume additional responsibility and learn new processes.
- Other duties and projects as assigned.
Required Qualifications
- 1-3 years human resource or administrative support experience, where maintaining confidential information and a high level of accuracy were required.
- Understanding of general human resource practices and guiding regulations and laws.
- High school diploma or equivalent.
- Experience operating Windows based PC.
- Experience with Microsoft Applications including Word, Excel, and Outlook.
- Experience with general office equipment such as copier, scanner, fax, 10-key, filing systems.
- Proficient knowledge of basic addition and subtraction.
Preferred Qualifications
- HRIS experience.
- Recruitment experience.
