SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Participate in strategic and operational planning processes as a member of the management team to align and operationalize IT relative to business needs
  • Develop and manage a successful operating IT budget and prioritize technology investment as it relates to maintaining customer service levels to support patient care
  • Capacity planning, development and execution of an enterprise-wide disaster recovery and business continuity plan
  • Ensure IT operation adheres to applicable laws and regulations such as HIPAA by providing the privacy and security needed for the organization
  • Oversee the provision of end-user support services, including the management of an IT and application specific helpdesk
  • Develop standard operating procedures and best practices, and guidance to IT staff and to end users
  • Collaborate with other departments to create systems and provide guidance on problem solving issues that impact departmental/organizational goals and patient care delivery
  • Responsible for the IT department's operational excellence. Develop processes and metrics to demonstrably deliver quality customer service on a on-going basis
  • Provide the technical and analytical infrastructure necessary to maximize the use of the Health Care system
  • Lead the deployment, monitoring, maintenance, development, upgrade and support of all IT systems, including servers, workstations, operating systems, telephones, software applications and peripherals
  • Function as the primary hands-on back-up for functions related to server and network administration
  • Lead the development and management of server, telecommunications, storage, and network architecture(s) that support the needs of the health center, while maintaining appropriate change management processes, documentation, failover, and redundancy
  • Review and manage hardware (including printers, copiers, fax machines, telephones) and software acquisition contracts
  • Manage assigned IT staff, including hiring, training, evaluation, guidance and discipline
  • Develop/re-align the IT staff to meet the changing needs of users, groups and offices; new projects and technologies; and varying staff strengths
  • Participation on SWCHC clinical and operational committee, as deemed appropriate by the CEO
  • Serve as Cyber Security Officer
  • Serve as HIPAA Security Officer


Education and/or Experience: Bachelor's degree in related field with a minimum of five years’ experience in health care information systems and project management.


Qualifications:

  • Ambulatory health care services experience, Community Health Center knowledge a plus
  • Progressive IT experience with servers, operating systems, networks, storage, and telecommunications, including experience in a multi-office environment
  • Knowledge of EHR and practice management systems
  • Knowledge of current healthcare landscape and awareness of existing and emerging state and national healthcare technology initiatives
  • Excellent communication (verbal and written) and presentation skills
  • Must possess excellent computer skills, particularly with all Microsoft Office Applications including Word, Excel, Access, PowerPoint and Outlook
  • Excellent client/customer service orientation
  • Ability to deal effectively with a variety of people and work in a team environment
  • Ability to multi-task, prioritize and work under deadlines

Specific vision abilities required by this job include close vision, depth perception and the ability to adjust focus. Generally, the working conditions are good with little or no exposure to extremes in health, safety hazards and/or hazardous materials. This person must have the ability to travel as required to work with staff.
