JOB DESCRIPTION


JOB GOAL:

To ensure that financial records, procedures and reports are completed in a timely and accurate manner in the assigned functional areas.


QUALIFICATIONS:

  • Associate’s Degree from an accredited college or university.
  • Minimum of two 2) years of successful experience in accounting/bookkeeping.
  • Comparable amount of education, training and/or experience may be substituted for the minimum qualifications.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of all federal and state rules/regulations relating to government account and reporting. Thorough knowledge of generally accepted accounting principles, laws and policies governing school financial practices and procedures. Knowledge of developing spreadsheet applications on personal computers. Ability to perform budgetary planning to advise project coordinators of the formulation of their grant application. Knowledge of modern office practices, standard office and accounting equipment and procedures. Ability to work independently and make decisions without supervision. Ability to analyze, prioritize and solve problems efficiently. Ability to handle several different tasks at one time, meeting deadlines with time constraints. Effective oral and written communication skills required.

PERFORMANCE RESPONSIBILITIES:

  • Monitor all federal state and local grant projects, for accuracy and compliance.
  • Assist bookkeepers in problem solving, payroll issues, negative balances and encumbrances.
  • Calculate and process worker’s compensation expense for each federal grant monthly.
  • Annually compile Indirect Cost Plan for submission to DOE.
  • Calculate and process revenue equal to expenditures for each federal cash advance grant monthly.
  • Calculate and process monthly billings for reimbursement of expenses.
  • Prepare and process reports in a timely and accurate manner.
  • Complete reports on all applicable federal and state grants and submit as required.
  • Clear all negatives for final year-end budget report and roll balances forward into next fiscal year to allow for closing of the grant.
  • Compile “Federal Financial Assistance Program Awards data” schedule for Annual Financial Statement at year end reflecting all federal grants’ YTD expenditures by CFDA number.
  • Assist finance Manager, Budget Manager, Accounting Manager and Finance Director with the year-end Annual Financial Statement.
  • Assist state/private auditors during the school district annual audit.
  • Set up all federal, state and local grants as required.
  • Review all grant applications submitted by project coordinators prior to signature of Finance director.
  • Review all federal budget amendments prepared by bookkeepers/project coordinators for approval.
  • Monitor payment of grant billings.
  • Ensure adherence to good safety standards.
  • Maintain confidentiality regarding school/workplace matters.
  • Model and maintain high ethical standards.
  • Represent the district in a positive and professional manner.
  • Demonstrate initiative in the performance of assigned responsibilities.
  • Respond to inquiries and concerns in a timely manner.
  • Communicate effectively with staff, administrators and vendors.
  • Keep supervisor informed of potential problems or unusual events.
  • Follow federal and state laws as well as School Board policies, rules and regulations.
  • Demonstrate support for the school district and its goals and objectives.
  • Prepare all required reports and maintain all appropriate records.
  • Participate successfully in the training programs offered to increase skill and proficiency related to assignment.
  • Perform other tasks consistent with the goals and objectives of this position.


PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.


TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be those established by the District


EVALUATION:

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
