This program sits at Fort Meade and they go on-site 1 to 2x a month for customer meetings. The rest of the time is remote.

Title of Position: Strategic/Capital Planner - LMR
6-month C2H, Fort Meade
$135,000-140k

The IT Strategic Planner is responsible for planning and directing the organization's strategic and long-range goals pertaining to the modernization of the DoD Public Safety Communications Ecosystem Architecture to include NG911 both CONUS and OCONUS. Conducts organizational reviews with DoD stakeholders to identify strengths and weaknesses and to evaluate operational effectiveness. Makes recommendations based on emerging trends, expansion opportunities, efficiencies, and internal business process improvement. Ensures that project/department milestones/goals are met and adhering to approved budgets. Some travel is possible, both CONUS and OCONUS.

Responsibilities to potentially include:

1. Writing requirements papers and design documents, as well as performing industry technology research on emerging wireless technologies in support of public safety communications

2. Supporting DoD representatives who participate in a range of industry forums and governance boards

3. Maintaining involvement with DHS NG911 Interoperability efforts

4. Maintaining involvement with the CISA Cyber Security Division as it relates to Public Safety Communications

5. Maintaining involvement with State ESInet efforts

6. Developing NG911 Functional Requirements Document for DOD CIO signature

7. Establishing DoD NG911 Framework to support legacy 911/E911 transition to NG911

8. Creating a minimum of 3 Courses of Action that meet the objectives of the NG911 Framework

9. Completing market research of NG911 technologies in support of a Cost Benefit Analysis

10. Authoring NG911 Requirements for the DODIN Capabilities Requirements document to be used by JITC for future test plans.

Education/Experience:

Bachelor's Degree, preferably in Electrical Engineering or an IT discipline. Requires 5 + years’ experience with Land Mobile Radio (LMR) networking within a Public Safety Communications environment. Knowledgeable with both Harris and Motorola LMR technology. Knowledge of emerging private LTE public safety communications networks (i.e., Firstnet and Frontline) and emerging 5G technology a plus. Prior knowledge of NG911 and existing DoD 911/E911 and the various components of the DoD Public Safety Communications Ecosystem processes is strongly desirable.

Pay: $135,000.00 - $140,000.00 per year
