Duties
The supervisor works under the direct supervision of Pulmonary Section Chief and is subject to frequent reviews by the service and Section Chief. The respiratory therapist uses judgment in identifying and selecting the most appropriate procedures, equipment, and techniques for application to specific cases. The therapist identifies and analyzes factors related to equipment operation and patient responses to discern their interrelationship. Functions include, but are not limited to:
- Program manager for day-to-day operations of the Pulmonary Outpatient clinics, Pulmonary Function Lab, Bronchoscopy procedures and staff for Pulmonary section, including Diagnostics.
- Manages the resources and fiscal budget for Pulmonary Diagnostics.
- Supervise employees in Pulmonary Function Lab, Pulmonary Outpatient clinics, Bronchoscopy Lab, and Pulmonary Rehabilitation Program.
- Oversees administrative and program resources and allocate resources to support as needed.
- Strategic planning of resources for quality and efficient use of department resources.
- Develop and implement long and short-term goal with objectives consistent with facility strategic plans.
- Access workload for staff balance and distributes according.
- Ensures needed supplies and equipment are available for patient care.
- Access patient care and employee issues and assist in a solution.
- Demonstrated ability to cover all areas of Pulmonary clinics, procedures, and administrative duties at times of need.
- Evaluates subordinates progress of work, and makes daily adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise.
- Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended: prepares production reports as requested.
- Determines quality and compliance data to be collected and investigated problems related to quality and quantity of work and operations effectiveness and take needed action based on that data.
- Create informative recommendations concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
- Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials and supplies; and gives on-the-job-training to new employees in accordance with established procedures and practices.
- Provide leadership, direction, orientation, coaching, mentoring, in-service training, staff development and continuous education for staff. Perform complex analytical studies and interpret the results of the studies to develop and implement improving strategic reports for facility, VISN and national use.
- Demonstrates appropriate verbal and written communication skills in interaction with patients, staff, and visitors.
- Communicates with Section chief & Service Chief any changes or fluctuations in assignments, access and other factors that affect the section's workflow.
- Oversees, or performs: Inspects, cleans, tests, and properly calibrates equipment used in Pulmonary according to policy and procedure, to ensure equipment functioning safely and efficiently, placing work orders for repairs when necessary.
- Records treatment, findings, assessments, and patient education and progress notes in CPRS.
- Represent the department at the interdisciplinary meetings and on the facility level committees.
Work Schedule: Monday to Friday from 8:00am to 4:30pm.

Qualifications
Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor.
- Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.
- Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.
- English Language Proficiency. RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).
Grade Determinations:
Supervisory Registered Respiratory Therapist, GS-13.
- (a) Experience, Licensure and Credential. Candidates must:
- i. Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. Examples of specialized experience include, but are not limited to: oversees the administrative and clinical aspects of a major specialty program. Perform analytical studies and interpret results to improve operations. They conduct all phases of service delivery, program resources and fiscal management. RRTs coordinate daily operations, develops and maintains policies and procedures for program operation and prepares reports and statistics for facility and Veterans Integrated Service Network use. They conduct a variety of audits, including clinical practice audits to evaluate operations and productivity and to ensure appropriate documentation of therapy, procedure, clinical outcomes and patient safety. They assist in determining quality and compliance data to be collected and investigates problems related to quality and quantity of work and operating effectiveness and recommends needed action.
- ii. Hold an active license and RRT credential.
- (b) Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: i. Ability to plan and assist in the establishment of a completely integrated respiratory careprogram. ii. Ability to recommend improvements based on evaluation of facility operations. iii. Ability to supervise employees. iv. Ability to manage the fiscal aspects of the functions supervised.
- (c) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and must be performed by the incumbent at least 25% of the time. Supervisory RRTs manage and supervise the respiratory department which includes, at a minimum, assigning and evaluating the work of subordinate staff, resolving problems which may interfere with patient examination or treatment, evaluating new procedures, products and equipment, reviewing and recommending new and emerging procedures, providing instruction and training to new staff, interviewing candidates for positions, recommending selections, advancements and promotions, taking disciplinary action when necessary, providing guidance in more complex and non-standard cases and budget management.

The full performance level of this vacancy is GS-13.
Physical Requirements: Pushing/pulling up to 45 pounds, long periods of standing, walking and sitting with some bending. Manual dexterity, good vision and depth perception required.
