Treatment Foster Care Specialist

Coordinate care for children/youth, their families and treatment foster parents enrolled in the Treatment Foster Program. Treatment Foster provides services under the Wraparound Milwaukee system of care, which includes a unique set of values that emphasizes individualized, strength-based, trauma-informed, community-based and culturally intelligent care to provide intensive and individualized care for children/youth and their families to achieve stability, safety, development, and permanency.

Essential Functions:

  • Provide support, counseling, and services for 8 children/youth placed in Treatment foster care.Also provide services for their families and treatment foster parents.
  • Facilitate all aspects of foster care placements to include, but not limited to assess treatment needs, provide therapeutic services, assist in problem-solving efforts and treatment issues affecting the placement of the children, participate in the review of children referred for placement, and for matching purposes the individual licensed treatment foster home.
  • Provide all aspects of foster care support to include, but not limited to: prepare and discuss treatment plans, provide crisis intervention services and be available by cell-phone 24 hours a day, develop and implement support plans, participate in scheduling required respite care, ensure foster parent participation in required training program, provide and/or arrange individual foster parent training to meet unique and child specific needs, etc.
  • Support recruitment of new treatment foster homes by doing community outreach and attending recruitment events in the community.
  • Support foster parents through the initial licensing process.
  • Monitor the provision and quality of services provided to the child, family, and foster family through the treatment plan and act as the liaison when new services/resources need to be sought or developed.
  • Seek community resources with the assistance of the Team and modify the treatment plan whenever services or resources need to be added and/or changed.
  • Facilitate all aspects of monitoring, reporting, and compliance to include:maintain and submit relevant treatment documents and records, prepare and submit all foster home licensing and re-licensing documents and reports, prepare written annual evaluation of the quality of care provided by each treatment foster home, complete all re-licensing of treatment foster home studies, etc.
  • Provide or secure support and crisis/emergency services for the children/youth and treatment foster home. This may be done through face-to-face contact or phone contact.
  • Completes all necessary paperwork by due dates and in a strength-based manner (i.e., treatment plans, treatment notes, home studies, consent forms, satisfaction surveys, etc.)
  • Collaborate, communicate, and cooperate with individuals involved in the child/youth and family’s life to coordinate care.
  • Keep referring agencies informed of all emergencies or critical incidents (refer to Critical Incident Reporting policies).
  • Attend and actively participate in staffing and clinical consultation with referring case manager/agency.

Other Duties and Responsibilities:

  • Attend in-services and participate in staffing, weekly and monthly meetings and consultations.
  • Assist with coverage for co-workers as needed.
  • Other job-related duties as may be necessary to carry out the responsibilities of the position.

Job Qualifications:

Minimal Qualifications and Salary Schedule:

  • Must possess a bachelor’s degree in a relevant area of education or human services and a minimum of three years of experience providing family and child welfare services, 12 credits in social work and an approved in-service training.A master’s degree in social work is preferred.
  • Complete orientation and training requirement (DCF 56 and DCF 54 mandatory trainings in SAFE assessment, treatment foster parent training, prudent parenting, trauma informed care, motivational interviewing, and other relevant trainings).
  • Working knowledge of computer applications preferred (Microsoft suite).
  • Ability to display cultural competence by responding respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions, and other diversity factors in a manner that recognizes, affirms, and values the worth of each individual.
  • Knowledge and skills to work with children, youth, and families.
  • Valid driver’s license, automobile, and insurance sufficient to meet agency requirements.
  • Meet all the employee requirements including references, criminal background check, drug screen, and driver’s license check.

Work Relationship and Scope:
Reports directly to Treatment Foster Care Supervisor. Has contact with a wide variety of
individuals including children, youth and family members, other program staff, including providers and other collateral contacts, neighbors, funders, Milwaukee Division of Child Protective Services, Milwaukee County Department of Health and Human Services, Milwaukee County Division of Youth and Family Services (DYFS), Children’s Court officials, MPS school staff and administrators, staff of youth serving agencies and the general public.

Knowledge, Skills and Abilities:
Working knowledge of positive child/youth development; patience and understanding of challenging life needs; knowledge related to mental health and co-occurring needs, the ability to interact with child/youth, families, and caregivers in a calm and professional manner; ability to follow oral and written instructions and cues; ability to remain calm and respond appropriately in crisis situations; proficient in Microsoft Word and Excel; ability to perform basic computer functions; highly developed organizational skills with the ability to multitask; sensitivity towards cultural, ethic and life needs.

Working Conditions:
Work is performed in a busy office environment and in the community serving children, youth and families. Some of the work is done sitting at desk using a computer; requires significant outreach in the community and families’ homes; much of the outreach is done in urban neighborhoods and several hours per day may be spent driving; hours average 40 per week; flexible work schedule include some hours outside the normal work schedule on evenings and weekends.

Physical Demands:
Duties require possible physical activity while interacting in the community. May require sitting at a desk and/or computer for 2 or more hours at a time. The position requires computer work. Requires the ability to travel and drive for short and extended distances.
