The Bell Police Department is recruiting for the position of Full Time Police Officer. The eligibility list from this recruitment will be used to fill any future vacancies in this classification in the department. All qualified candidates are encouraged to apply.

DEFINITION
Performs a variety of duties to enforce laws and ordinances; ensures the protection of the lives and properties of the City’s citizens and the general public;
performs crime investigation and prevention duties; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from higher level sworn supervisory and management officers.
ESSENTIAL DUTIES
Duties may include, but are not limited to, the following:
- Police Officers enforce the laws of the City, County and State; working as either a one-officer radio car, or as the second officer in a radio car patrolling assigned areas of the City.
- Police Officers respond to calls for the protection of lives and property; investigate crimes, make and assist in the prosecution of violators by testifying in court of congestion or special events; transport prisoners; control traffic flow; and work special details such as parades, sporting events, dances, special school functions, crime prevention programs, community related projects and other duties and responsibilities as assigned.
- Promotes a safe community; participates in and promotes the departments’ community oriented policing philosophy, speaks to merchants and citizens regarding potential problems in the area; explains laws, ordinances, and citizen rights in resolving disputes; informs, advises and listens to members of the community; attends community meetings.
- Police Officers may be assigned as Detective, Field Training Officer and K-9 Officer, Shift Work/Dispatch.
To qualify for this position, an individual must possess a combination of experience, education, and/or training that would likely produce the knowledge and
abilities required to perform the work. A desirable combination of qualifications is described as follows:
Education: High school diploma/GED equivalent; college level training is desirable. Ability to read and write English fluently is essential; Bilingual: Ability to speak and write Spanish, while not required, is desirable; Age: Minimum age 21 by time of appointment. Hearing and Color Vision: Normal and uncorrected; Vision: Minimum 20/80 uncorrected, corrected 20/30; free from tunnel vision or color blindness in both eyes; Weight: Proportional to height; Citizenship: United States citizen or permanent resident alien who is eligible for and has applied for citizenship at least on year prior to applying for this position; Valid California Driver’s License Class 3 or C required at time of appointment.
Ability to:
- Perform the full range of law enforcement duties within a municipal police department environment.
- Think logically and react quickly in emergency situations under hostile conditions.
- Maintain self-control in challenging and dangerous situations.
- Interpret maps, street guides and digital information systems.
- Maintain physical and emotional conditions necessary to perform assigned duties.
- Communicate clearly and effectively, both verbally and in writing.
Possession of, or the ability to obtain and retain licensures required to operate law enforcement vehicles.
Possession of or the ability to obtain a Basic P.O.S.T. certification.
PHYSICAL AND MENTAL REQUIREMENTS/WORKING CONDITIONS
Mobility: Primary functions require sufficient physical ability to work in a law enforcement setting and an office setting; restrain or subdue individuals ranging
from light to heavy weights; walk, stand, sit, or run for prolonged periods of time; frequently stoop, bend, kneel, crouch, reach, and twist; occasionally climb
and balance; regularly push, pull, lift, and/or carry light to heavy weights; operate office equipment including use of computer keyboard; requires a sense of
touch, finger dexterity, and gripping with hands and fingers; speak and hear to exchange information in emotionally charged situations; operate a vehicle to
travel under emergency conditions to various locations; ability to operate and use specialized law enforcement tools and equipment including firearms,
restraining instruments, and handcuffs. Emotional/Psychological –extensive decision making and concentration; extensive public contact; occasional working
alone.
WORKING CONDITIONS
Reactive emergency, natural or man-made disasters and routine/emergency peace keeping environments with extensive travel in a vehicle or on foot. The
employee is regularly exposed to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold,
extreme heat; exposure to hostile environments; extensive public contact. The noise level in the work environment is usually moderate, but may be very loud due to sirens, firearm training, and other loud sounds. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel outside City boundaries in the assignment of their duties.

- Written exam will be waived for current Lateral Police Officers and Academy Graduates. All others, written exam is required.

- A comprehensive background investigation will be conducted in order to evaluate suitability for the position. Areas of inquiry include but are not limited to: Work History, School Record, Criminal Record, Substance Abuse, Driving Record and Credit History.

EMPLOYEE BENEFITS
Salary Range is based on current information and is subject to change. Appointments are normally made at the minimum salary.
Education Pay: Per the BPOA MOU
Bilingual Pay: $2100 per year for qualified employees.
Tuition Reimbursement: 75% of tuition fees equal or equivalent to those of the California State University System.
Uniform Allowance: $1,250 per year.
Court Appearance: Appearance compensated at time and one-half (1.5) of base pay for minimum of four (4) hours; On-call compensated for two (2) hours at
time and one-half (1.5).
Overtime: time and one-half for over 8/10 hour/day or 40 hours/week.
Insurance: Medical insurance shall be limited to the Family Kaiser rate (employee +2). Dental/Vision insurance for employee and dependents. Life insurance for employee only.
Vacation: 12-32 days per year according to years of service. (Based on 8-hour day) Eligible for vacation leave after completion of one year of employment.
Holidays: 12 paid holidays per year, plus 1 floating holiday and 5 hours of compensation time.
Sick Leave: 1 day per month accumulative (based on 8-hour day); payoff of unused sick leave upon separation (Pursuant to BPOA MOU).
PERS Retirement: Classic Employees will enroll in the Cal-PERS retirement program at 3% @ 55 plan; New employees will enroll in the Cal-PERS retirement program at 2.5% @57 plan; Employee is responsible for the 9% contribution.
Social Security: Employee pays Medicare only 1.45% and City pays 1.45%.
Deferred Compensation Plan available to all employees.
Credit Union membership offers access to low interest loans and payroll deduction.
Probationary Period: New employees serve an eighteen-month probationary period. (Pursuant to BPOA MOU)
